OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE TRANSFER OF APPROPRIATIONS
BETWEEN CAPITAL PROJECTS IN THE CAPITAL PROJECTS FUND
WHEREAS, Article V, Section 4 of the Charter of the City of Fort Collins
(the "Charter") requires that capital projects be itemized in the budget by
individual project; and
WHEREAS, the result of such itemization is that each individual capital
project in the budget is treated as a separate fund; and
WHEREAS, Article V, Section 14 of the Charter authorizes the City Council
to transfer by ordinance any unexpended appropriated amount or portion thereof
from one fund to another upon the recommendation of the City Manager, provided
that the purpose for which the transferred funds are to be expended remains
unchanged or the purpose for which the funds were initially appropriated no
longer exists; and
WHEREAS, staff has identified the need for an additional
appropriation of $45,000 in 1992 to work on the design of the Shields-Prospect
to Laurel Choices 95 capital project; and
WHEREAS, staff anticipates $45,000 will be available from the $400,000
appropriated in the 1992 budget for the Prospect/College Intersection Choices 95
capital project; and
WHEREAS, in 1993, proposed appropriations for the two aforementioned
Choices 95 capital projects will be revised so as to increase the
Prospect/College Intersection appropriations by $45,000, and reduce the proposed
Shields-Prospect to Laurel appropriations by $45,000 so that total appropriations
for each project remains consistent with the amounts originally proposed in the
Choices 95 program: and
WHEREAS, the City Manager has recommended that $45,000 available in the
Prospect/College Intersection Choices 95 capital project be transferred to the
Prospect-Shields to Laurel Choices 95 capital project to be used for project
design.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that the unexpended appropriated amount of FORTY-FIVE THOUSAND DOLLARS ($45,000)
be authorized for transfer from the Prospect/College Choices 95 capital project
to the Prospect-Shields to Laurel Choices 95 capital project within the Capital
Projects Fund.
Introduced, considered favorably on first reading, and ordered published
this 4th day of February, A.D. 1992, and to be presented for final passage on the
18th day of February, A.D. 1992.
