HomeMy WebLinkAbout138 - 11/21/1995 - APPROPRIATING PRIOR YEAR RESERVES IN THE STREETS PORTION OF THE TRANSPORTATION SERVICES FUND TO BE U ORDINANCE NO. 138, 1995 OF THE COUNCIL OF THE CITY OF FORT COLL.INS APPROPRIATING PRIOR YEAR RESERVES IN THE STREETS PORTION-OF THE TRANSPORTATION SERVICES-FUND TO BE USED FOR CLEAN UP COSTS ASSOCIATED WITH THE SEPTEMBER SNOWSTORM WHEREAS, a major snowstorm struck the City on the night of September 20, 1995; and WHEREAS, the snowstorm was most damaging to trees throughout the City, snapping branches and leaving the City's street system covered with debris; and WHEREAS,Stuff determined that the City should take responsibility iorpickingup branches citywide because of several factors, including the magnitude of the problem and the need to: clear access for pedestrians and bicycles; remove sight distance obstacles at intersections; provide clear access for utility companies preparing lines and for emergency vehicles; remove or reduce the threat of street flooding due to clogged storm drains and gutters; and remove branches which could create a hazard when plowing snow and sidewalks in the event of another storm; and WHEREAS, Staff developed a plan to pick up the branches and debris left from the storm from streets and alleys throughout the entire City; and WHEREAS, the cost for picking up branches and mulching following the storm is $700,000; and WHEREAS, the costs for the clean up have been charged to the Streets Department; and WHEREAS, a portion of the said costs, totaling $150,000, have been covered by existing appropriations in the 1995 Streets Department budget, leaving a balance of$550,000 needed to cover all costs; and WHEREAS, the Streets Department portion of the Transportation Services Fund has prior year reserves, as of the end of 1994, in an amount sufficient to cover the balance of appropriations needed to cover costs associated with the clean up; and WHEREAS, the appropriation of additional funds from the Streets Department prior year reserves will not adversely affect the Fund's ability to meet short-term future obligations of the Department; and WHEREAS, it is the desire of the Council to appropriate the sum of$550,000 from prior year reserves in the Streets Department portion of the Transportation Services Fund to be used for clean up following the September 20, 1995, snowstorm; and WHEREAS, Article V, Section 7 of the Charter of the City of Fort Collins (the "Charter") authorizes the City Council to provide by ordinance for payment of any expense from reserves accumulated in prior years notwithstanding that such reserves were not appropriated for expenditure in the Annual Appropriation Ordinance. NOW, THEREFORE BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated for expenditure form prior year reserves in the Streets Department portion of the Transportation Services Fund the sum of FIVE HUNDRED FIFTY THOUSAND DOLLARS ($550,000) to be used to offset the costs incurred for cleaning up branches following the September 20, 1995, snowstorm.
