HomeMy WebLinkAbout177 - 12/20/1994 - ADOPTING THE 1995 TOTAL COMPENSATION PAY PLAN ORDINANCE NO. 177, 1994 OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING THE 1995 CITY OF FORT COLLINS TOTAL COMPENSATION PAY PLAN WHEREAS, each year the City of Fort Collins adopts a financial policy which guides the development of the salary and benefit rates received by City employees; and WHEREAS, Section 2-566 of the City Code requires that the salaries of all classified employees of the City shall be fixed by ordinance of the City Council ; and WHEREAS, City Council has also elected to fix the salary range of those unclassified management employees who report to the City Manager or City Attorney; and WHEREAS, the City of Fort Collins is committed to compensating employees in a manner which is fair, competitive and underst-noble- and- WHEREAS, each year, the City surveys the salaries and benefits of positions in other cities and northern Colorado private companies which are comparable to positions within the City of Fort Collins and uses this information to set benchmark salaries and benefits at an average of 4.5% over the median of the market; and WHEREAS, the City annually reviews the appropriate labor market for survey positions by presenting total compensation calculations and assumptions to the Personnel Board, which in turn forwards its recommendation to the City council ; and WHEREAS, the Personnel Board has recommended adoption of the pay plan for classified employees and unclassified management employees which has been submitted by the City Manager. NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the Council hereby adopts the 1995 City of Fort Collins Total Compensation Plan (the "Plan"), a copy of which is on file in the Office of the City Clerk. Section 2. That the effective date of the Plan shall be the first full pay period of January 1995, which begins January 2, 1995. Section 3. That the City Manager (or City Attorney in the case of the Deputy and Assistant City Attorneys)_ is authorized to modify the Plan by increasing or decreasing the number of pay steps, making pay equity adjustments, reducing or increasing the entry rate or making other such changes as he/she may deem necessary or appropriate, so long at the 1995 maximum pay step does not change and the total cost of employee compensation does not exceed the amount budgeted therefor in the 1995 Budget.
