HomeMy WebLinkAbout110 - 07/19/1994 - APPROPRIATING UNANTICIPATED REVENUE IN THE TRANSPORTATION DIVISION PORTION OF THE TRANSPORTATION SER ORDINANCE NO. 110, 1994 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE TRANSPORTATION DIVISION PORTION OF THE TRANSPORTATION SERVICES FUND AND AUTHORIZING THE TRANSFER OF APPROPRIATED AMOUNTS BETWEEN FUNDS FOR THE BICYCLE PROJECTS WHEREAS, Article V, Section 14, of the Charter of the City of Fort Collins (the "Charter") authorizes the City Council to appropriate unanticipated revenues which are the result of new revenue sources at any time during the year in which such revenue is received; and WHEREAS, the City Council passed Resolutions 94-106 and 94-107 on July 5, 1994, authorizing the Mayor to enter into two intergovernmental agreements between the City of Fort Collins and the Colorado Department of Transportation (COOT) for the receipt of Federal Enhancement Funds and Surface Transportation Funds (STP) to be used for two bicycle projects; and WHEREAS, the two projects include the purchase and installation of bicycle parking facilities, designated as public activity generators, and the planning and preliminary engineering of bicycle facilities on Harmony Road between College Avenue and Interstate 25; and WHEREAS, the projected cost of the aforementioned projects is $75,000 for the bicycle parking project and $121,000 for the Harmony Road project; and WHEREAS, the City anticipates receiving a total of $156,785 in Federal Enhancement Funds and STP funds from the Colorado Department of Transportation, to be used for the purposes as identified for the said improvements; and WHEREAS, the local matching funds for this project, totalling $39,215, are appropriated in the Capital Projects Fund, Minor Street Capital project and are available for use on said projects; and WHEREAS, Article V, Section 14, of the Charter authorizes the City Council to transfer by ordinance, any unexpended appropriated amounts or portion thereof from one fund to another upon the recommendation of the City Manager, provided that the purpose for which the funds were initially appropriated no longer exists. NOW, THEREFORE BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS: Section 1. That upon the City's receipt of the sum of ONE HUNDRED FIFTY- SIX THOUSAND SEVEN HUNDRED EIGHTY-FIVE DOLLARS ($156,785) in Federal Enhancement Funds and STP Funds from the Colorado Department of Transportation, said sum is hereby appropriated for expenditure from unanticipated revenue in the Transportation Division portion of the Transportation Services Fund to be used for the following purposes: (1) to purchase and install bicycle parking facilities, (2) to complete the planning and preliminary engineering of bicycle facilities on Harmony Road between College Avenue and Interstate 25. Section 2. That the unexpended appropriated amount of THIRTY NINE THOUSAND TWO HUNDRED FIFTEEN DOLLARS ($39,215) is authorized for transfer from the Capital Projects Fund, Minor Street Capital Project to the Transportation Division r portion of the Transportation Fund and appropriated therein to be used to purchase and install bicycle parking facilities and for the planning and preliminary engineering of bicycle facilities on Harmony Road between College Avenue and Interstate 25.
