HomeMy WebLinkAbout070 - 07/17/1990 - AUTHORIZING THE TRANSFER OF APPROPRIATIONS BETWEEN CAPITAL PROJECTS IN THE CAPITAL PROJECTS FUND FOR ORDINANCE NO. 70, 1990 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING THE TRANSFER OF APPROPRIATIONS BETWEEN CAPITAL PROJECTS IN THE CAPITAL PROJECTS FUND WHEREAS, Article V, Section 5 of the Charter of the City of Fort Collins (the "Charter") requires that capital projects be itemized in the budget by individual project; and WHEREAS, the result of such itemization is that each individual capital project in the budget is treated as a separate fund; and WHEREAS, Article V, Section 15 of the Charter authorizes the City Council to transfer by ordinance any unexpended appropriated amounts or portion thereof from one fund to another upon the recommendation of the City Manager, provided that purpose for the initial expenditure of said funds no longer exists; and WHEREAS, $113,000 is available in the 1990 budget for the capital project to connect the north end of the Mason-Howes one-way couplet with College Avenue; and WHEREAS, staff has previously recommended that this project should not be implemented; and WHEREAS, the section of Lemay Avenue from Lincoln north to the Greenbriar development just north of Willox Lane is scheduled for repair this summer as part of the annual Street Overlay & Sealcoat project; and WHEREAS , this section of Lemay currently lacks adequate bicycle/pedestrian improvements; and WHEREAS, the proposed improvement to Lemay is necessary to improve traffic safety and provide for increased capacity, within the meaning of Ordinance No. 30, 1984, which defines the permitted uses of proceeds of the quarter-cent Recap sales and use tax; and WHEREAS, the City Manager has recommended that $113,000 available in the Mason-Howes Phase II capital project be transferred to the Street Overlay & Sealcoat project for the purpose of constructing bicycle/pedestrian improvements on North Lemay from Lincoln north to the Greenbriar development. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the unexpended appropriated amount of ONE HUNDRED THIRTEEN THOUSAND DOLLARS ($113,000) be authorized for transfer from the Mason-Howes Phase II capital project to the Street Overlay & Sealcoat project within the Capital Projects Fund. Introduced, considered favorably on first reading, and ordered published this 3rd day of July, A.D. 1990, and to be presented for final passage on the 17th day of July, A.D. 1990.
