SUBMITTING A PROPOSED CHARTER AMENDMENT
TO A VOTE OF THE REGISTERED ELECTORS
OF THE CITY OF FORT COLLINS
CONCERNING APPROVAL OF
CONTRACTS FOR SERVICES
WHEREAS, Article IV, Section 8 of the Charter of the City of Fort Collins
provides that the Charter may be amended as provided by the laws of the State
of Colorado; and
WHEREAS, Section 31-2-210, C.R.S. , provides that Charter amendments may
be initiated by the adoption of an ordinance by the Council submitting a proposed
amendment to a vote of the registered electors of the City of Fort Collins; and
WHEREAS, the Council desires to submit certain proposed Charter amendments
to the registered voters of the City at the next regular City election to be held
on April 2, 1991 .
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS
as follows:
Section 1 . That the following proposed Charter amendment shall be
submitted to the registered voters of the City at the next regular City election
to be held on April 2, 1991 :
PROPOSED CHARTER AMENDMENT NO. 4
Article V, Section 31 of the Charter of the City of Fort Collins is hereby
repealed and reenacted to read as follows:
Section 31. Contracts for service.
The Council shall establish by ordinance a maximum term for
contracts for service which may be executed by the City without
Council approval . No contract for service for a longer term shall
be made by the City, unless authorized by ordinance, which ordinance
shall not be passed as an emergency ordinance.
Section 2. The following ballot language is hereby adopted for submitting
Proposed Charter Amendment No. 4 to the voters at said election:
PROPOSED CHARTER AMENDMENT NO. 4
AN AMENDMENT TO ARTICLE V, SECTION 31 OF THE CITY CHARTER REMOVING
THE REQUIREMENT THAT ANY CONTRACT FOR SERVICE IN EXCESS OF TWO YEARS
BE APPROVED BY ORDINANCE AND INSTEAD PERMITTING COUNCIL TO ESTABLISH
BY ORDINANCE THE TERM OF CONTRACTS FOR SERVICES WHICH WOULD REQUIRE
APPROVAL BY COUNCIL.

AGAINST THE AMENDMENT
Introduced, considered favorably on first reading, and ordered published
this 5th day of February, A.D. 1991, and to be presented for final passage on
the 19th day of February, A.D. 1991 .
