OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING PRIOR YEAR RESERVES IN THE
CONSERVATION TRUST FUND AND AUTHORIZING
THE TRANSFER OF APPROPRIATIONS BETWEEN
CAPITAL PROJECTS WITHIN THE
CONSERVATION TRUST FUND
WHEREAS, Article V, Section 5, of the Charter of the City of Fort
Collins (the "Charter") requires that capital projects be itemized in the
budget by individual project; and
WHEREAS, the result of such itemization is that each individual
capital project in the budget is treated as a separate fund; and
WHEREAS, Article V, Section 15 of the Charter authorizes the City
Council to transfer by ordinance any unexpended appropriated amounts or
portion thereof from one fund to another upon the recommendation of the
City Manager, provided that the purpose for the initial expenditure of said
funds no longer exists; and
WHEREAS, funds totalling $554,822 are no longer needed in the
following projects: Open Space Acquisition, Poudre Trail , Poudre Open
Space Acquisition, and the Fort Collins/Loveland Corridor; and
WHEREAS, the City Manager has recommended that this amount be
transferred to the Trail Acquisition and Development project to work toward
the completion of the original trails system; and
WHEREAS, Article V, Section 8, of the Charter authorizes the City
Council to provide by ordinance for payment of any expense from prior year
reserves at any time such reserves are available; and
WHEREAS, additional funds in the amount of $90,879 are available in
the Conservation Trust Fund prior year reserves.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1 . That the unexpended appropriated amount of FIVE HUNDRED
FIFTY-FOUR THOUSAND EIGHT HUNDRED TWENTY-TWO DOLLARS ($554,822) be
authorized for transfer from the following projects:
Open Space Acquisition $284,420
Poudre Trail 41,820
Poudre Open Space Acquisition 63,582
Fort Collins/Loveland Corridor 165,000
Total $554,822
to the Trail Acquisition and Development project within the Conservation
Trust Fund to work towards the completion of the original trails system.
Section 2. That there is hereby appropriated for expenditure from
prior year reserves in the Conservation Trust Fund the sum of NINETY
THOUSAND EIGHT HUNDRED SEVENTY-NINE DOLLARS ($90,879) for the Trail
Acquisition and Development Project to work towards the completion of the
original trails system.
Introduced, considered favorably on first reading, and ordered
published this 6th day of February A.D. 1990, and to be presented for final
passage on the 20th day of February, A.D. 1990.
