HomeMy WebLinkAbout112 - 10/16/1990 - AMENDING CITY CODE RELATING TO RATES FOR THE WATER AND WASTEWATER UTILITY ORDINANCE NO. 112 , 1990 OF THE COUNCIL OF THE CITY OF FORT COLLINS BEING AN ORDINANCE AMENDING CHAPTER 26 OF THE CODE OF THE CITY OF FORT COLLINS RELATING TO RATES FOR THE WATER AND WASTEWATER UTILITY BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS AS FOLLOWS: Section 1. That Section 26-118 (b) (4) of the Code of the City of Fort Collins is hereby amended to read as follows: Sec. 26-118. Determination of user rates. (b) (4) Temporary construction rate. After a water service connection permit has been issued for premises under construction, the permittee will be billed at the construction rate from the date the permit is validated until the date on which the building department certifies the structure(s) for occupancy, or the date the Water Utility installs the meter, whichever occurs first. The construction rate is one- half (112) of the applicable flat rate or minimum metered-rate charge for the size of the metered tap. Section 2. That Section 26-126 of the Code of the City of Fort Collins is hereby amended to read as follows: Sec. 26-126. Schedule A, flat rates for unmetered water use. When the use of city water is not metered, the monthly rate to be charged for each flat rate water service shall be the sum of the total charge for number of dwelling units (A) plus the adjusted lot charge (B plus C, or B minus D) : A = For each dwelling unit: Twelve dollars and fifty-four cents ($12.54) . B = Base lot rate. For each lot having an area between six thousand (6,000) and nine thousand (9,000) square feet: Ten dollars and seventy-eight cents ($10.78) . C = For each lot having an area greater than nine thousand (9,000) square feet: Add to the base lot rate twenty-one cents ($0.21) per one hundred (100) square feet of lot area exceeding nine thousand (9,000) square feet. D = For each lot having an area less than six thousand (6,000) square feet: Deduct from the base lot rate twenty-one cents ($0.21) per one hundred (100) square feet of lot area less than six thousand (6,000) square feet. However, no flat rate user shall be charged less than the monthly minimum charge, which shall be fourteen dollars and fifty-six cents ($14.56) per dwelling unit. The construction rate for flat rate users shall be six dollars and twenty-seven cents ($6.27) per dwelling unit. Section 3. That Section 26-127 of the Code of the City of Fort Collins is hereby amended to read as follows: Sec. 26-127. Schedule B, meter rates. (a) Minimum charge. The monthly minimum charge for all metered users inside the city limits shall be as follows: (1) Residential customers. Ten dollars and seventy-six cents ($10.76) for the first dwelling unit and six dollars and forty-nine cents ($6.49) for each additional dwelling unit. (2) Nonresidential customers. Meter Size Monthly (inches) Minimum Charges 3/4 $ 10.76 1 18.04 1 1/2 36. 12 2 57.90 3 108.62 4 180.97 6 361.86 8 579.00 (3) Construction rate: For residential premises, five dollars and thirty-eight cents ($5.38) for the first dwelling unit and three dollars and twenty-five cents ($3.25) for each additional dwelling unit. For nonresidential premises, one-half (1/2) of the applicable monthly minimum charge for the meter size. (b) Quantity charge. The monthly minimum charge determined pursuant to this section will entitle any nonresidential user to two thousand (2,000) gallons of water per month without additional charge and will entitle any residential customer to two thousand (2,000) gallons of water per dwelling unit per month. All water taken through the meter after the volume allowance for the monthly minimum charge shall be billed at the rate of eighty-nine cents ($0.89) per one thousand (1,000) gallons. Section 4. That Section 26-129 (b) (4) of the Code of the City of Fort Collins be amended to read as follows: Sec. 26-129. Schedule D, miscellaneous fees and charges. (b) (4) For water service, rate per one thousand (1,000) gallons water used. . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .$ 0.89 Section 5. That Section 26-280 of the Code of the City of Fort Collins be amended to read as follows: Sec. 26-280. Service charges established by category. The schedule of rates for each category described in 26-279 shall be as follows: CATEGORY CLASS OF CUSTOMER RATE A Single - f a m i 1 y $12.78 per month residential user (Either flat rate or metered water use) B Duplex (Two-family) $20.83 per month residential users (either flat rate or metered water use) . C M u l t i f a m i l y $1.20 per 1,000 gallons of winter quarter residential user (more water use, with a minimum charge of $5.01 than two dwelling per month per dwelling unit served units including mobile home parks) and winter quarter based nonresidential user. D Minor nonresidential $1 .20 per 1,000 gallons of water use, user measured sewage flow, or winter quarter water use, whichever is applicable, with a minimum charge as follows: Size of Monthly water meter minimum (inches) charge 3/4 or smaller $ 5.01 1 6.64 1 1/2 11 .65 2 20.00 3 41.67 4 66.71 6 150.16 E I n t e r m e d i a t e $1.20 per 1,000 gallons of water use, and nonresidential user measured wastewater flow, or winter quarter F Significant industrial water use, whichever is applicable; plus a user surcharge of $0.693 per million gallons for each milligram per liter of suspended solids in excess of 250 milligrams per liter; plus a surcharge of $0.558 per million gallons for each milligram per liter of BOD in excess of 200 milligrams per liter or a surcharge of $0.370 per million gallons for each milligram per liter of COD in excess of 300 milligrams per liter, whichever is applicable. That Section 26-282 (a) of the Code of the City of Fort Collins be amended to read as follows: Sec. 26-282. Wastewater strength or industrial surcharges and categories established. That Section 26-289 (1) of the Code of the City of Fort Collins be amended to read as follows: Sec. 26-289. Miscellaneous fees and charges.
