OF THE COUNCIL OF THE CITY OF FORT COLLINS
REPEALING DIVISION 27 OF CHAPTER 2 OF THE
CODE OF THE CITY OF FORT COLLINS RELATING
TO THE QUALITY OF LIFE COMMISSION
WHEREAS, on February 21, 1984, the City Council adopted Ordinance No.
15, 1984, establishing a Quality of Life Commission (the "Commission") ; and
WHEREAS, the purpose of the Commission was to (1) review data gathered
from the annual Fort Collins Quality of Life Survey; (2) disseminate
information gathered from the annual Fort Collins Quality of Life Survey
for public review and discussion; (3) promote citizen participation in the
Quality of Life process; (4) assess the importance of survey results with
regard to community goals, objectives, and policies; and (5) interact with
public and quasi -public entities in the community; and
WHEREAS, since its inception, the Commission has conducted surveys in
1984 and 1987. Said surveys have been useful in the following major areas :
■ Assessing citizen satisfaction with governmental services and
facilities.
■ Identifying elements which are liked/not liked about living in
Fort Collins.
■ Identifying potential problems the community may face in
future years.
■ Assessing the quality of life in the community's residential
neighborhoods.
■ Identifying support/non-support for land use philosophy and
policies of the City's Comprehensive Plan.
■ Seeking opinions on current "hot issue" topics.
■ Providing demographic information as to socio-economic makeup
of the citizens of the community.
and
WHEREAS, on September 1, 1987, Council established a Boards and
Commissions Review Subcommittee (the "Subcommittee") to review and evaluate
the function and performance of the boards and commissions for the purpose
of improving communication and enhancing the effectiveness of said boards
and commissions; and
WHEREAS, the Subcommittee completed its review and evaluation and
presented its report to Council on March 4, 1988; and
WHEREAS, said report contained a recommendation that the Quality of
Life Commission be dissolved and that the Commission' s functions be
performed by City staff.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that Division 27, Quality of Life Commission, of Chapter 2 of the
Code of the City of Fort Collins be, and it hereby is, repealed in its
entirety.
Introduced, considered favorably on first reading, and ordered
published this 17th day of May A.D. 1988, and to be presented for final
passage on the 7th day of June A.D. 1988.
