OF THE COUNCIL OF THE CITY OF FORT COLLINS
AMENDING THE MASSAGE PARLOR (THERAPY) CODE OF THE CITY
WHEREAS, Section 73-143(D) of the Code of the City provides for an
appeal of the decisions of the Massage Licensing Authority to the City
Council ; and
WHEREAS, Colorado Revised Statute §12-48.5-104 and 115( 1) provide that
decisions of the local licensing authority shall be subject to judicial
review; and
WHEREAS, the Council of the City of Fort Collins does hereby determine
that it is in the best interests of the citizens of the City that the
Massage Code of the City be amended to clarify that appeals of the
decisions of the Massage Licensing Authority shall be made to the courts
and not to the Council .
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that Section 73-143(D) of the Code of the City of Fort Collins be
repealed and that Section 73-143( E) be renumbered as Section 73-143(D) .

published this 7th day of January, A.D. 1986, and to be presented for final
passage on the 21st day of January, A.D. 1986.
