OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING PRIOR YEAR RESERVES AND UNANTICIPATED REVENUE
IN VARIOUS FUNDS AND AUTHORIZING THE TRANSFER OF
APPROPRIATED AMOUNTS BETWEEN FUNDS
WHEREAS, Article V, Section 8 of the Charter of the City of Fort Collins,
hereinafter "the Charter", authorizes the City Council to provide by ordinance
for payment of any expense from prior year reserves at any time such reserves
are available; and
WHEREAS, Article V, Section 15 of the Charter authorises the City Council
to transfer by ordinance any unexpended appropriated amount or portion thereof
from one fund to another provided that the purpose for which the transferred
funds are to be expended remains unchanged or the purpose for which the funds
were initially appropriated no longer exists; and
WHEREAS, Article V, Section 15 of the Charter authorizes the City Council
to appropriate by ordinance unanticipated revenue received from new revenue
sources at any time during the year; and
WHEREAS, the Recreation Division administers several special revenue
accounts for various programs that have, in the past, been accounted for in the
General Fund; and
WHEREAS, the City wishes to transfer the aforementioned funds from the
General Fund to the Recreation Fund; and
WHEREAS, the purpose for expenditure of said funds will remain the same
within the Recreation Fund; and
WHEREAS, the City has prior year reserves and unanticipated revenue
available to appropriate; and
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS
as follows:
Section 1. That there is hereby appropriated from prior year restricted
reserves in the General Fund as set forth below the sum of TWENTY-ONE THOUSAND
TWO HUNDRED FORTY-ONE DOLLARS ($21,241) for transfer to the Recreation
Fund:
General Fund Gift Catalog Reserve $ 5,537
General Fund Farm Animal Reserve 12, 130
General Fund Farm Adopt an Animal Reserve 3,574
Total $21,241
Section 2. That TEN THOUSAND ONE HUNDRED TEN DOLLARS ($10,110) , of the
amount set forth in Section 1, is authorized for transfer from the General Fund
to the Recreation Fund and appropriated therein for the following program
expenditures:
Alternative Program expenses $ 3,614
Older Adult expenses 610
Farm expenses 5,886
Total $10, 110
Section 3. That there is hereby appropriated for expenditure from
unanticipated revenue in the General Fund the sum of TEN THOUSAND DOLLARS
($10,000) to be used for the 1991 Fourth of July fireworks/laser light show.
Section 4. That there is hereby appropriated for expenditure from prior
year restricted reserves in the Recreation Fund the sum of FOUR THOUSAND EIGHT
HUNDRED NINETY-SEVEN DOLLARS ($4,897) to be used as follows:
Alternative Program expenses $ 182
Youth Sports Program expenses 4,715
Total $4,897
Section 5. That there is hereby appropriated for expenditure from
unanticipated revenue in the Recreation Fund the sum of ONE THOUSAND NINE HUNDRED
SEVENTY-NINE DOLLARS ($1,979) to be used for expenditures in the Adult Sports
program.
Introduced, considered favorably on first reading, and ordered published
this 2nd day July, A.D. , 1991, and to be presented for final passage on the 16th
day of July, A.D. , 1991.
