HomeMy WebLinkAbout094 - 07/15/1986 - AMENDING CITY CODE PROVIDING FOR THE REORGANIZATION OF CITY ADMINISTRATION ORDINANCE NO. 94 , 1986 OF THE COUNCIL OF THE CITY OF FORT COLLINS PROVIDING FOR THE REORGANIZATION OF CITY ADMINISTRATION WHEREAS, pursuant to Article II, Section 5(B) of the Charter of the City of Fort Collins, the City Council has the power to, by ordinance, create, change, consolidate, and abolish offices, departments or agencies and to assign functions and duties to the same to any office, department or agencies established by the Charter; and WHEREAS, the City Manager has analyzed the management structure and Positions which are described in the Code of the City of Fort Collins and has concluded that a reorganization of some of the positions, functions and duties of certain offices, departments or agencies should be implemented. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows : Section 1. Sections 2-5 and 2-6 of the Code of the City of Fort Collins regarding the Director of Parks & Recreation are repealed. Section 2. Sections 2-54 and 2-55 of the Code of the City of Fort Collins regarding the Division of Purchases are hereby repealed. Section 3. Section 2-70 of the Code of the City of Fort Collins regarding the Department of General Administrative Services is hereby repealed. Section 4. Section 2-71 of the Code of the City of Fort Collins regarding the Department of Engineering Services is hereby repealed. Section 5. Section 2-72 of the Code of the City of Fort Collins regarding the Department of Planning and Zoning is hereby repealed. Section 6. Section 2-73 of the Code of the City of Fort Collins regarding the Department of Water & Sewer is hereby repealed. Section 7. Section 2-74 of the Code of the City of Fort Collins regarding the Department of Community Projects and Open Space is hereby repealed. Section 8. Section 2-75 of the Code of the City of Fort Collins regarding the Department of Cultural Affairs is hereby repealed. Section 9. Section 2-76 of the Code of the City of Fort Collins regarding the Department of Human Resources is hereby repealed. Section 10. Section 2-77 of the Code of the City of Fort Collins regarding the position of Assistant to the City Manager is hereby repealed. Section 11. Section 2-78 of the Code of the City of Fort Collins regarding the position of Public Information Officer is hereby repealed. i Section 12. Chapter 11 of the Code of the City of Fort Collins regarding Electric Utility Administration is hereby repealed. Section 13. The Office of Administrative Services shall be, and it hereby is, created. The Office of Administrative Services shall be in the charge of a Director who is directly and solely responsible to the City Manager and who shall be responsible for the functions and duties of the Department of Finance, the Department of Purchases, the City Clerk and such other departments, divisions, offices, or persons assigned by the City Manager. Section 14. The Office of Cultural , Library and Recreational Services shall be, and it hereby is, created. The Office of Cultural , Library and Recreational Services shall be in the charge of a Director who is directly and solely responsible to the City Manager and who shall have be responsible for the functions and duties of the Department of Parks and Recreation, and such other departments, divisions, offices, or persons assigned by the City Manager. Section 15. The Office of Development Services shall be , and it hereby is, created. The Office of Development Services shall be in the charge of a Director who is directly and solely responsible to the City Manager and who shall be responsible for the functions and duties necessary to provide engineering and architectural services required by the City as established by the Charter of the City of Fort Collins for the Department of Public Works pursuant to Article XII , and who shall have control and supervision over such other departments , divisions, offices , or persons assigned by the City Manager. Section 16. The Office of Utility Services shall be, and it hereby is, created. The Office of Utility Services shall be in the charge of a Director who is directly and solely responsible to the City Manager and who shall be responsible for the functions and duties of the Department of Municipal Public Utilities as established pursuant to Article IX of the Charter of the City of Fort Collins as well as the functions and duties to provide maintenance, construction and work equipment services described in the Charter of the City of Fort Collins at Article XII, Department of Public Works ; and also shall have control and supervision over such other departments, divisions, offices, or persons assigned by the City Manager.
