HomeMy WebLinkAbout2023-070-08/15/2023-APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES LIGHT & POWER, WASTEWATER, STORMWATER AND WATERRESOLUTION 2023-070 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES LIGHT &POWER, WASTEWATER,STORMWATER AND WATER UTILITY ACCOUNTS TO COMMISSION AN ARTIST TO CREATE ART FOR THE CITY’S UTILITIES WHEREAS,pursuant to Sections 23-303 and 23-304 of the City Code,one percent of construction project funding is set aside for use in the acquisition and installation of works of art in accordance with the Art in Public Places Guidelines adopted by the City Council in Ordinance No.047,1998 (the “Guidelines”);and WHEREAS,funding contributions to Art in Public Places for each City Utility are to be kept and spent in such Utility’s own fund for the betterment of such utility or as otherwise determined by the City Council for a specific utility purpose;and WHEREAS,Artist Allie Ogg was selected from a Request for Qualifications process to develop art for several City Utilities,including for a digital imagery package and a mural,along with additional artistic works (the “Art Project”);and WHEREAS,the Art in Public Places Board (the “Board”)approved the design concept and budget for the Art Project and recommended City Council approval of the same at the Board’s July 19,2023,regular meeting;and WHEREAS,the budget for the Art Project is $50,000,which is to be used for design development,materials,fabrication,delivery,mural installation,signage,additional illustration work,and contingency for these multiple artworks;and WHEREAS,funds sufficient for the Art Project have been appropriated in the Art in Public Places Light &Power,Wastewater,Stormwater,and Water Utility Accounts;and WHEREAS,City Code Section 23-308 requires that the Board’s recommendation concerning the use of funds for the Art Project be presented for City Council review and approval as the cost of the Art Project exceeds $30,000. NOW,THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1.That the City Council hereby makes and adopts the determinations and findings contained in the recitals above. Section 2.That the City Council hereby approves of the Art Project described herein, the design for which was reviewed and approved by the Art in Public Places Board on July 19, 2023,and the use of previously appropriated funds in an amount not to exceed FIFTY THOUSAND DOLLARS ($50,000)from the Art in Public Places Light &Power,Wastewater, Stormwater and Water Utility Accounts for the Art Project.
