OF THE COUNCiL OF THE CITY OF FORT COLLINS
REPEALING RESOLUTION 2001-120,ESTABLISHING CRITERIA FOR
ARTERIAL INTERSECTION ANALYSIS
WHEREAS,on September 4,2001,the Fort Collins City Council adopted Resolution
2001-120,which established criteria for arterial intersection analysis;and
WHEREAS,Resolution 200 1-120 addresses consideration of only two intersection control
types:roundabouts and traditional intersections;and
WHEREAS,Resolution 2001-120 requires the City Manager to submit a proposal to City
Council for review and preapproval each time a roundabout is identified by the City’s
Transportation Department staff as the preferred intersection control type;and
WHEREAS,Resolution 2001-120 was adopted by the City Council at a time when there
were very few modern roundabouts in use in the Colorado Front Range and,since then,roundabout
intersections have become much more common;and
WHEREAS,since 2001,ten roundabout intersections have been constructed in Fort Collins
at the following locations:County Fair Lane &Old Mill Road,Ziegler Road &Kechter Road,
Council Tree Avenue &Corbett Drive,4500 Snow Mesa Drive (Front Range Village),E.
Horsetooth Road &Ziegler Road,182 E Willox Lane,Trilby Road &Zephyr Road,Laurel Street
&Remington Street,Shields Street &Vine Drive,and E.Lincoln Avenue &Cordova Road;and
WHEREAS,many roundabouts also have been constructed in neighboring communities
and generally have become more accepted by these communities;and
WHEREAS,City staff are encountering development proposals where roundabouts often
are the first and preferred choice for intersections,and staff are recognizing a growing trend of
new intersection concepts and ideas that do not fall into either roundabout or traditional control
types,which better promote active modes of transportation and safety;and
WHEREAS,in general,roundabout intersections have proven to be an efficient and safe
intersection control type for certain types of intersections;and
WHEREAS,the City of Fort Collins adopted its Master Street Plan,which identifies many
intersections throughout the community as potential locations for roundabouts;and
WHEREAS,the City of Fort Collins recognizes that intersection analysis should not be
limited only to traditional intersections and roundabouts,and should be performed by a
professional engineer trained in traffic engineering;and
WHEREAS,the adopted Master Street Plan provides that it identifies potential roundabout
locations as good candidates in terms of need and feasibility and that,prior to implementation,

each location will be evaluated on a case by case basis,including consideration of additional
locations for roundabouts based on design,traffic needs and other factors;and
WHEREAS,Resolution 2001-120 should be repealed to allow for approval of intersection
design subject to the discretion of the City Traffic Engineer;and
WHEREAS,the City Council has determined that repealing Resolution 2001-120 is in the
best interests of the City to allow for thoughtful consideration of intersection concepts that better
promote active modes of transportation and safety.
NOW,THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS,as follows:
Section 1.That the City Council hereby makes and adopts the determinations and
findings contained in the recitals set forth above.
Section 2.That Resolution 2001 120 is hereby repealed.
