HomeMy WebLinkAbout2022-122-11/15/2022-CREATING AN AD HOC COMMITTEE ON BOARD AND COMMISSIONS TO CONSIDER AND MAKE RECOMMENDATIONS REGARDINGRESOLUTION2022-122OFTHECOUNCILOFTHECITYOFFORTCOLLTNSCREATINGANADHOCCOMMITTEEONBOARDANDCOMMISSIONSTOCONSIDERANDMAKERECOMMENDATIONSREGARDINGIMPROVEDEFFICIENCYANDCONSISTENCYOFBOARDANDCOMMISSIONPROCESSESANDTOREDUCEBARRIERSTOPARTICIPATIONWHEREAS,inJuly2019,CounciladoptedtheprioritytoReimagineBoardsandCommissionswhichheightedthegoalsofcontinuousimprovementsthatdonotrequirepolicychange,policiesthatreducebarrierstoparticipation,andimproveefficiencyandconsistency;andWHEREAS,onApril26,2022,theCityClerk’sofficesharedwithCouncilarecapofworkthatwasdoneandacknowledgedthatmoreneedstobedone,includingtheformationofaCounciladhoccommittee;andWHEREAS,theoff-cyclerecruitmentandvacancyfillingconcludedonAugust16,2022,andstaffheardfeedbackfromCouncilmembers.boardsandcommissions,andapplicantsthatthechangestothepastannualrecruitmentprocessneedtobemade;andWHEREAS,theCityClerk’sofficerecentlyhiredanewPublicEngagementSpecialist,whoserolewillinitiallyfocusoncoordinatingeffortstoprovidemoresupporttoboardsandcommissions,staffliaisons,applicantsandprovidebettertransparencywiththepublic,whichincludesonboardingtrainingforbothmembersandstaffliaisons;andWHEREAS,itistheintentionthattheAdHocCommitteebeginitsworkinDecember2022andcompleteitsworkandmakerecommendationsbyJuly2023,toallowtimeforCounciltotakeactionontherecommendations,ifneeded,andforstafftoimplementchangesandcommunicatetothepublicpriortothestartoftheannualrecruitmentprocessinSeptember;andWHEREAS,priortothefirstAdHocCommitteemeeting,adhoccommitteememberswillreceiveacompiledlistofrecommendationsthathavebeensubmittedfromboardandcommissionmembers,Councilmembers,andthegeneralpublic.NOW,THEREFORE.BEITRESOLVEDBYTHECOUNCILOFTHECITYOFFORTCOLLINSasfollows:Section1.TheCityCouncilherebymakesanyandalldeterminationsandfindingscontainedintherecitalssetforthabove.Section2.TheCityCouncilherebyestablishesanAdHocCommitteethepurposeofwhichwillbetoconsiderandmakerecommendationstotheCityCouncilandtheCityManagertoimprovetheefficiencyandconsistencyofboardandcommissionprocessesandreducebarrierstoparticipationonboardsandcommissions.Section3.TheCityCouncilherebyappointsTriciaCanonico,EmilyFrancisandJuliePignatarotoserveastheAdHocBoardsandCommissionsCommittee.
C.Section4.TheforegoingCommitteeappointmentsandtheAdHocBoardsandCommissionsCommitteeshallextendthroughJuly2023,unlesssoonerterminatedbyCouncilactionorvacationofoffice,orunlesstheCommitteecompletesitsworkpriortothattime.PassedandadoptedataregularmeetingoftheCounciloftheCityofFortCollinsthis15thdayofNovember.A.D.2022.ç:IS2AL°’ATTESTCityClerk4rayorFN
