HomeMy WebLinkAbout2022-108-10/25/2022-ADOPTING AN INTERIM GREENHOUSE GAS REDUCTION GOALRESOLUTION2022-108OFTHECOUNCILOFTHECITYOFFORTCOLLINSADOPTINGANINTERIMGREENHOUSEGASREDUCTIONGOALWHEREAS,theFortCollinsCommunityanditselectedleadershavelongputahighpriorityonbeingaregional,national,andgloballeaderinaddressingtheclimatechange;andemergencyrecognizedbyCouncil’sadoptionofResolution2019-091;andWHEREAS,onMay20,2008,CityCounciladoptedResolution2008-051establishingthegoalstoreducegreenhousegasemissions20%below2005levelsby2020and80%below2005levelsby2050;andWHEREAS,onDecember2,2008.CityCounciladoptedResolution2008-122approvingandadoptingthe2008FortCollinsClimateActionPlan;andWHEREAS,onMarch3,2015,CityCounciladoptedResolution2015-030updatingthegoalstoreducegreenhousegasemissionsby80%below2005levelsby2030andachievecarbonneutralityby2050;andWHEREAS,onAugust20,2019,CityCounciladoptedResolution2019-091acknowledgingtheglobalclimateemergency,reaffirmingitscommitmenttoreducegreenhousegasemissionsassetforthinResolution2015-030,directingreviewandreconsiderationoftheemissionsgoalsestablishedfor2030and2050toremaininalignmentwithongoingscientificfindingsatfive-yearintervalscommencingin2021,andcallingforupdatestotheCity’sClimateActionPlan;andWHEREAS,onMarch16,2021,CityCounciladoptedResolution2021-031approvingandadoptingtheOurClimateFuturePlan,asacombinedandcomprehensiveupdatetothe2008ClimateActionPlan,accompaniedbyatwo-yeartacticalplan,bothofwhichincludethegoalstoreducegreenhousegasemissionsby80%below2005levelsby2030andachievecarbonneutralityby2050;andWHEREAS,tofacilitateprogressandprovideanadditionalbenchmark,CityCouncildesirestosetanaspirationalinterimtargetforgreenhousegasreductionsbetweennowandthe2030goalof80%below2005levels;andWHEREAS,themostrecentprojectionsestimatethatwithallknownactionstoday,theCitycanachieveanapproximately70%reductionbelow2005levelsby2030anda43%reductionby2026;WHEREAS.CityCouncilfindsthatsettinganaspirationalinterimgoalrecognizestheclimateemergency,theneedforadditionalcommunitypartnershipsandleadershipatalllevelstoachieveFortCollinigoals,andisinthebestinterestoftheCityanditsresidents.NOW.THEREFORE,BEITRESOLVEDBYTHECOUNCILOFTHECITYOFFORTCOLLINSasfollows:
Section1.ThattheCityCouncilherebymakesanyandalldeterminationsandfindingscontainedintherecitalssetforthabove.Section2.ThattheCouncilherebyreaffirmsitsgoaltoreduceFortCollins’scommunity-widegreenhousegasemissionsto80%below2005levelsby2030andachievecarbonneutralityby2050,andaffirmsitscommitmenttomeaningfullyengageallcommunitymembers,bothresidenEsandbusinesses,topartneranddevelopequitablesolutionstoreduceemissionsandenhanceFortCollins’resiliencetoclimatechange.Section3.ThatCouncilherebyadoptsanaspirationalinterimgoaltoreducecommunity-widegreenhousegasemissionsto50%below2005levelsby2026tofacilitateprogresstowardandprovideanadditionalbenchmarkonitspathtoreachingan80%reductionbelow2005levelsby2030andcarbonneutralityby2050,withoutcompromisingkeycommunityeconomicandsocialvalues.PassedandadoptedatanadjournedmeetingoftheCounciloftheCityofFortCollinsthis25thdayofOctober,A.D.2022.ATTEfiCCitylerk..&1
