OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING AN ART PROJECT FOR THE BUCKING HORSE PARK PROJECT AND
APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES RESERVE
ACCOUNT IN THE CULTURAL SERVICES AND FACILITIES FUND TO CREATE THE
ART PROJECT PURSUANT TO THE ART IN PUBLIC PLACES PROGRAM
WHEREAS, the City is constructing a six-acre neighborhood park located along Miles
House Road in the Bucking Horse neighborhood(the "Park"); and
Vv'I IEREAS, pursuant to Sections 23-303 and 23-304 of the City Code, one percent of
funds appropriated for the Park was set aside in the Art in Public Places Reserve Account in
the Cultural Services and Facilities Fund for use in the acquisition and installation of works of art
in accordance with the Art in Public Places Guidelines adopted by the City Council in Ordinance
No. 047, 1998 (the "Guidelines"); and
WHEREAS, Art in Public Places artist Joshua Wiener was selected through a competitive
process to complete an art project to integrate art into the Park; and
WHEREAS, the Park Planning and Design project team worked with Joshua Wiener to
design sculptures to incorporate into the Park; and
WHEREAS, the design will create gateway elements for the Park entrances off Miles
House Avenue and includes three sculptural groupings in the native grass area along the Park's
Loop Walk(the "Art Project"); and
WHEREAS, the Art in Public Places Board ("the Board") approved the design concept of
the Art Project and recommended Council approval at the Board's June 15, 2022,regular meeting;
and
WHEREAS, the funds for this Art Project have been appropriated in the Art in Public
Places Reserve Account in the Cultural Services and Facilities Fund; and
WHEREAS, the budget for this Art Project, including design, materials, fabrication,
signage, delivery, installation, and contingency for these artworks is$67,000; and
WHEREAS, Section 23-308 of the City Code requires that the Board's recommendations
concerning the use of funds for the Art Project be presented for Council review and approval as
the cost of the art exceeds $30,000.
NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the City Council hereby makes and adopts the determinations and
findings contained in the recitals above.
Section 2. That the City Council hereby approves the use of previously appropriated
funds in an amount not to exceed $67,000 from the Art in Public Places Reserve Account in the

Cultural Services and Facilities Fund for the Art Project described herein for inclusion in the
Bucking Horse Park Project, the conceptual design for which was reviewed and approved by the
Art in Public Places Board on June 15, 2022.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this 16th
day of August, A.D. 2022.
