OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING THE ACCEPTANCE OF THE PROPOSED DONATION
OF A SCULPTURE TO BE PLACED AT VETERANS PLAZA IN
SPRING CANYON COMMUNITY PARK
WHEREAS, Diggs Brown has generously offered to donate a bronze sculpture entitled,
Arthur-My Hero, My Friend, to be placed at the Veterans Plaza located in Spring Canyon
Community Park; and
WHEREAS, Veterans Plaza serves as a remembrance of the valor and the sacrifices
willingly made by our veterans,whether in times of war or times of peace, and was made possible
by a partnership between the City of Fort Collins and Veterans Plaza of Northern Colorado, a
Colorado nonprofit corporation; and
WHEREAS, the proposed life-sized sculpture by artist Susan Norris expresses the loyalty
and devotion of a military service dog for his fallen master and is intended to honor the many
canine service animals that have demonstrated brave dedication and loyalty to their human
partners; and
WI IEREAS, the sculpture was temporarily placed on a stone pedestal at the entrance to
Veterans Plaza, near the existing dog park and if approved, the sculpture will remain in the same
location, and include the required Art in Public Places(APP) plaque; and
WHEREAS, the value of the sculpture is $32,000 and the annual cleaning of the bronze
sculpture will be conducted by Veterans Plaza of Northern Colorado, at no charge to the City;and
IIEREAS, City Code Section 23-309 states works of art with a value of$300 or more
donated to the City and placed in a public area may be accepted only with approval of the APP
Board and for all such works with a value of$10,000 or more, the City may only accept them with
approval of the City Council, upon review of such proposed donation and the recommendation of
the APP Board; and
WHEREAS, at its regular meeting on June 15, 2022, the APP Board evaluated and
approved the proposed donation of the Artwork based on the City's Art in Public Places Guidelines
and recommended the City Council accept the donation.
NOW,THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the City Council hereby makes and adopts the determinations and
findings contained in the recitals set forth above.
Section 2. That the City Council hereby accepts the proposed donation of the Artwork
and related project work as described in this Resolution, to be placed at the entrance to Veterans
Plaza in Spring Canyon Community Park.
