HomeMy WebLinkAbout2021-049-04/27/2021-EXPRESSING GRATITUDE AND APPRECIATION TO WADE TROXELL FOR HIS CONTRIBUTIONS TO THE COMMUNITY AS CITY RESOLUTION 2021-049 OF THE COUNCIL OF THE CITY OF FORT COLLINS EXPRESSING GRATITUDE AND APPRECIATION TO WADE TROXELL FOR HIS CONTRIBUTIONS TO THE COMMUNITY AS CITY COUNCILMEMBER AND MAYOR WHEREAS, Wade Troxell was elected as Mayor on April 7, 2015, and was re-elected on April 4, 2017 and again on April 2, 2019 and has served as Mayor for six years on City Council; and WHEREAS, Prior to being elected Mayor, Mayor Troxell had served for eight years as Councilmember of District 4 from April of 2007 to April 2015; and WHEREAS, Mayor Troxell served on the City's Leadership Planning Team (Chair); and WHEREAS, during his tenure Mayor Troxell has served as the Council Liaison to the Cultural Resources Board, Economic Advisory Commission, Electric Board, Landmark Preservation Commission,Natural Resources Advisory Board,Transportation Board,Water Board, Women's Commission; and WHEREAS, during his tenure Mayor Troxell has served as the Council Committee assignment to and as a member on the Ad Hoc Chief Judge Recruitment Committee, Ad Hoc Direct Reports Compensation Committee, Ad Hoc Anti-Harassment Policy Committee, City/CSU Leadership Committee,CML Policy Committee,Disaster Council/Policy Coordination Committee, Election Code Committee, Electric Utilities Enterprise (President), Ethics Review Board, Finance Committee, Forfeited Property Disposition Committee, Futures Committee, Gridwise Alliance Board, Legislative Review Committee, National League of Cities Transportation and Infrastructure Services Committee, NLC Universities Communities Council, NLC Community and Economic Development, North Front Range Metropolitan Planning Council, North Front Range Wasteshed Policy Group, North I-25 Coalition Working Group: I-25 Funding Committee, North I-25 Coalition, Northern Colorado Airport Committee(Chair), Northern Colorado Airport Selection Committee, Platte River Power Authority Board member and President, Poudre School District Liaison Committee,Regional Transportation Coordination Task Force Policy Advisory Committee, Regional Water Collaboration Steering Committee, Stormwater Utilities Enterprise (President), Transportation and Air Quality Planning Council (Alternate), Urban Renewal Authority Board (President), Water Utilities Enterprise (President); and WHEREAS, Mayor Wade Troxell has shown great commitment to the residents of Fort Collins as a lifelong resident through his efforts to foster innovation and a thriving economy, encourage excellence in City government through budgeting for outcomes, prioritization and dashboard metrics, advocate for partnerships and collaboration, embrace quality neighborhoods; and promote environmental health; and WHEREAS, Mayor Wade Troxell led his three terms as Mayor with purpose and championed efforts around innovation, inclusion, iconic place-making and ensuring equity and inclusion in City finance, programs and services; and -1- WHEREAS, Mayor Troxell has offered leadership during unprecedented times while serving on the Disaster Council/Policy Coordination Committee. Mayor Troxell guided and supported the community economically and socially through a global COVID health pandemic and the devastation of the Cameron Peak Fire, and the East Troublesome Fire, two of Colorado's largest wildfires; and WHEREAS, Mayor Troxell chaired, from its formation, the City's Futures Committee. With Mayor Troxell's leadership, this committee yielded the 2011 conversations that led to the cities 5`f' utility, city broadband. Connexion, the city-wide broadband program, offers superior connectivity for our community through gigabit speeds,services and local support. It was initiated by a 2017 ballot measure and formally launched in 2019; and WHEREAS, Wade Troxell has shown great passion for civic leadership looking towards future generations living in our community and was the President of the Colorado Municipal League(CML)and led the CML Town/Gown Initiative. With Mayor Troxell's leadership,the City of Fort Collins was a 2017 recipient of the US Malcolm Baldrige National Quality Award; and WHEREAS, Wade Troxell co-founded University Cities, which recognizes the economic benefits of having an aligned university and city organization creating synergistic relationships derived from a highly educated population, vibrant arts and culture, low unemployment, low-cost living and low violent crime rates. Fort Collins is one of six University Cities. WHEREAS, Mayor Troxell has provided national leadership as part of the first cohort of 40 mayors in the Bloomberg Harvard City Leadership Initiative. Bloomberg Philanthropies awarded the City of Fort Collins the Bloomberg US Mayor's Challenge Award, What Works Cities Certification, Cities of Service Certification, and the C40 Cities Award; and WHEREAS, Mayor Troxell received the US Mayor's Challenge recognition with a $1.1 million Champion City award in November 2018 from Bloomberg Philanthropy. The City's Epic Homes proposal won the Bloomberg Mayors Challenge with the goal of bringing together energy efficiency and easy financing options with an emphasis on health and well-being for low- to moderate-income homes for Fort Collins renters; and WHEREAS, Mayor Troxell envisioned and formed the first municipal foundation, CityGive,to provide an avenue for philanthropic giving to leverage and extend the impact of work- class facilities and municipal services; and WHEREAS, Mayor Troxell, was a champion of climate action, and the Bloomberg Philanthropies C40 Award was one of many examples of how the Mayor supported the City to "punch above its weight class" and be a global leader building a climate economy from local solutions. He also testified to U.S. House Select Committee on the Climate Crisis describing the City's climate economy in concert with the City's Climate Action Plan; and WHEREAS, Mayor Troxell was awarded a Certificate of Appreciation from the Northern Colorado Continuum of Care for joining the Mayor's Challenge to End Veteran Homelessness & -2- for his ongoing commitment to make homelessness rare, brief, and non-recurring in our community. The City of Fort Collins is on track to achieve functional zero for veteran homelessness by the end of 2021. WHEREAS, Mayor Troxell was appointed in June 2018 to the Federal Aviation Administration's Drone Advisory Committee by US Secretary of Transportation Elaine Chao for a two-year term; and WHEREAS,Mayor Troxell, was a champion for and felt passionately about engaging with youth and young adults in getting them aware and involved in City government. He was actively involved with the Youth Advisory Board as they traveled to Washington D.C. and helped them learn more about government at federal and local levels; and WHEREAS, Mayor Troxell has shown his strong and continued commitment to our community, serving two consecutive four-year terms as Councilmember for District 4 from 2007 until 2015, and as Mayor from April 14, 2015 until April 27, 2021. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the City expresses its sincere appreciation and gratitude to Wade Troxell for his service and contributions to the community as Mayor and District 4 Councilmember.
