OF THE COUNCIL OF THE CITY OF FORT COLLINS
MAKING CERTAIN FINDINGS RELATIVE TO THE
FORT COLLINS DOWNTOWN DEVELOPMENT AUTHORITY
PLAN OF DEVELOPMENT AND APPROVING SUCH PLAN
WHEREAS, heretofore, the City Council of the City of Fort Collins has
established a Fort Collins Downtown Development Authority pursuant to State
statute, and
WHEREAS, in accordance with such statute, the Downtown Development
Authority has created a plan of development for property located within the
Downtown Development Authority boundaries, and
WHEREAS, the Planning and Zoning Board has recommended such plan for
approval to the City Council and the City Council has reviewed said plan
and has further conducted public hearings on the plan and desires to make
certain findings relative thereto and to approve and adopt such plan
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that
Section 1 The City Council finds that the Planning and Zoninq
Board has reviewed and recommended for approval the Fort Collins Downtown
Development Authority Plan of Development dated July, 1981
Section 2 The City Council finds that a proper public hearing was
conducted on such plan after the required statutory notice of the hearing
was given
Section 3 The City Council finds that there is a need to take
corrective measures in order to halt and/or prevent deterioration of
property values or structures within the Plan of Development area or to
halt or prevent the growth of blighted areas therein or any combination
thereof, and further finds that the plan will afford maximum opportunity
consistent with the sound needs and plans of the municipality as a whole
for the development or redevelopment of the Plan of Development area by the
Authority and by private enterprise
Section 4 The City Council hereby approves the Fort Collins Downtown
Development Authority Plan of Development dated July, 1981
Passed and adopted at an adjourned meeting of the Council of the City
of Fort Collins held this 8th day of Sep ymber,v 1,181
