HomeMy WebLinkAbout2009-107-12/01/2009-SUPPORTING THE GRANT APPLICATION FOR A LOCAL PARKS AND OUTDOOR RECREATION SPECIAL OPPORTUNITY GRANT RESOLUTION 2009-107 OF THE COUNCIL OF THE CITY OF FORT COLLINS SUPPORTING THE GRANT APPLICATION FOR A LOCAL PARKS AND OUTDOOR RECREATION SPECIAL OPPORTUNITY GRANT FROM THE STATE BOARD OF GREAT OUTDOORS COLORADO FOR THE FOSSIL CREEK TRAIL AT COUNTY ROAD 38-E WHEREAS,the City's Park Planning and Development Department is applying for a Special Opportunity Grant from the State Board of Great Outdoors Colorado (GOCO) in the amount of $500,000 for funding for an extension of the Fossil Creek Trail north of Cathy Fromme Prairie to Spring Canyon Community Park (the "Project"); and WHEREAS,as part of its grant application process,GOCO now requires that the governing body of any entity applying for grant funds approve of and show its support for the grant application through a resolution of the governing body; and WHEREAS,such resolution is to include information on the availability of matching funds, ownership of the real property necessary for the Project,a commitment to maintain the Project in the future, and how the applicant has demonstrated its ability to complete similar projects; and WHEREAS,matching funds for the Project have been appropriated in the Conservation Trust Fund and are available for expenditure on the Project; and WHEREAS,the Project is to be built on property either owned by the City or on long-term easements acquired by the City for trail purposes; and WHEREAS,the City has the ability to complete this Project and has demonstrated this ability on similar trail projects, including the Fossil Creek Trail Underpass of State Highway 287 project completed in 2006, and the Mason Corridor Trail project completed in 2004; and WHEREAS, should the City receive a GOCO grant for the Project and complete the Project as planned,the City intends to maintain the Project in high quality condition, subject to the annual appropriation by the City Council of funds sufficient and intended for such purpose, in the City Council's discretion; and WHEREAS, should the City receive a GOCO grant for the Project, staff will ask the City Council,by a separate resolution,to authorize the City to enter into a Grant Agreement with GOCO. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS,that in light of the forgoing,the City Council hereby supports the City's application for a GOCO Special Opportunity Grant in the amount of$500,000 for the Fossil Creek Trail Project.
