HomeMy WebLinkAbout2008-059-07/01/2008-APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES RESERVE ACCOUNT IN THE CULTURAL SERVICES AND FA RESOLUTION 2008-059 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES RESERVE ACCOUNT IN THE CULTURAL SERVICES AND FACILITIES FUND TO COMMISSION AN ARTIST TO CREATE ART ELEMENTS FOR THE SOAPSTONE PRAIRIE NATURAL AREA PROJECT WHEREAS, the City is currently in the process of constructing public improvements at Soapstone Prairie Natural Area(the "Project"); and WHEREAS, pursuant to Sections 23-303 and 23-304 of the City Code, one percent of the funds appropriated for the Project was set aside in the Art in Public Places reserve account in the Cultural Services and Facilities Fund for use in the acquisition or leasing of works of art, the maintenance, repair or display of works of art, and administrative expenses related to the Art in Public Places Program,in accordance with the Art in Public Places Guidelines adopted by Council in Ordinance No. 047, 1998 (the "Guidelines"); and WHEREAS, the Art in Public Places Board (the "Board"), selected an artist to design artwork for the Project using the pre-approved list of APP Design Consultants; and WHEREAS,Robert Tully(the"Artist")was selected to work with the Project Team to create a design concept appropriate to the Project site; and WHEREAS, the Board evaluated the Artist's final design at its regular meeting on June 4, 2008, pursuant to the Guidelines; and WHEREAS,based on that evaluation,the Board voted to recommend the Artist's proposal for sculptural elements consisting of stone cairns and a sculpted sign at the entrance to the Natural Area, and carved stone reliefs at the Lindenmeier Observatory within the Natural Area (the "Art Project"); and WHEREAS, the estimated cost to create the Art Project, including design, materials, installation and contingency for the Art Project, is $26,595; and WHEREAS, those funds are available in the Art in Public Places reserve account in the Cultural Services and Facilities Fund,and are appropriated as part of the 2008 budget,to provide for the Artist's design fees, materials, installation and contingency for the Art Project; and WHEREAS, Section 23-308 of the City Code requires that the Board's selection of the recommended art be presented for Council review and approval,because the cost of the art exceeds $10,000. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the Council hereby authorizes the expenditure of up to TWENTY SIX THOUSAND FIVE HUNDRED NINETY FIVE DOLLARS ($26,595) from the Art in Public Places reserve account in the Cultural Services and Facilities Fund for the Art Project proposed by Robert Tully, the conceptual design of which was reviewed and approved by the Art in Public Places Board on June 4, 2008.
