OF THE COUNCIL OF THE CITY OF FORT COLLINS
MAKING AN AMENDMENT TO THE BOARDS AND COMMISSIONS MANUAL
WHEREAS,the City currently has several boards and commissions appointed by the City
Council; and
WHEREAS, information pertaining to the duties,composition,membership limitations,and
responsibilities of the City's boards and commissions is contained in a Boards and Commissions
Manual (the "Manual"), maintained by the City Clerk, which Manual was adopted by the City
Council by Resolution 90-110; and
WHEREAS,the membership limitations contained in the Manual provide, in part, that all
persons appointed to, or serving on, any board or commission shall be residents of the city of Fort
Collins or the Fort Collins Urban Growth Area(the"UGA"); and
WHEREAS,the Council believes that it would be in the City's best interests to amend the
membership limitations to allow individuals residing on property which is located outside of the
UGA and which is owned by the City of Fort Collins to serve on any board or commission as long
as all other membership requirements are met.
NOW,THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the"Membership Limitations"subsection of the 1997-98 Boards and Commissions
Manual of the City of Fort Collins is hereby amended to read as follows:
Membership Limitations
The following limitations and requirements are applied to board or commission
membership:
a. No person may serve on any one board or commission for more than eight(8)
consecutive years(two complete terms).* In the event that an individual fills
the unexpired term of a board or commission member,that unexpired term
shall not be counted as a complete term.
b. No person will be appointed by the City Council to serve concurrently on
more than one board or commission. (This limitation does not apply to
committees deemed to be temporary in nature.)
C. All persons appointed to, or serving on, any board or commission shall be
residents of the city of Fort Collins or the Fort Collins Urban Growth Area.
Any member who resides outside of the Urban Growth Area during his or her
term of service on a board or commission,shall resign his or her membership.
The limitations imposed by this paragraph shall not apply to individuals
residing on City-owned property which is located outside of the Fort Collins
Urban Growth Area.
• Section 2-437(b) of the City Code limits members of the Water Utility Board
to three (3) consecutive four (4)year terms.
