OF THE COUNCIL OF THE CITY OF FORT COLLINS
EXPRESSING APPRECIATION AND GRATITUDE
POSTHUMOUSLY TO WALLACE D. FOSTER FOR
HIS CONTRIBUTIONS TO THE COMMUNITY AS
A MEMBER OF THE STORM DRAINAGE BOARD
WHEREAS, Wallace D. Foster was appointed as a member of the Storm
Drainage Board on July 2, 1985; and
WHEREAS, Mr. Foster served on the Storm Drainage Board until his death
on April 1 , 1990; and
WHEREAS, Mr. Foster faithfully attended meetings of the Storm Drainage
Board and actively participated in Storm Drainage Board activities; and
WHEREAS, during Mr. Foster's membership, the Storm Drainage Board
completed the Spring Creek Master Drainageway Plan; and
WHEREAS, Mr. Foster recently participated on a subcommittee of the
Storm Drainage Board which prepared a position paper on the proposed
National Recreation Area; and
WHEREAS, during Mr. Foster's tenure on the Storm Drainage Board, the
Stormwater Utility has achieved national recognition; and
WHEREAS, the Council of the City of Fort Collins, on behalf of the
staff of the City, fellow Storm Drainage Board members, and the community,
wishes to formally express its appreciation and gratitude to Wallace D.
Foster posthumously for his contributions to the community and the City of
Fort Collins, and to express its profound and sincere sympathy to his
widow, Vesta Foster, and to his entire family.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the City Council adopt this Resolution to provide an enduring
record of the contributions of Wallace D. Foster to the City of Fort
Collins as a member of the Storm Drainage Board and the community of Fort
Collins.
Passed and adopted at a regular meeting of the Council of the City of
Fort Collins held this Ist day of May, A.D. 1990.
