AUTHORIZING AN INTERGOVERNMENTAL AGREEMENT WITH
COLORADO STATE UNIVERSITY FOR A THREE YEAR SLUDGE RESEARCH
STUDY ON MEADOW SPRINGS RANCH
WHEREAS, the City of Fort Collins purchased the Meadow Springs Ranch for
the purpose of sludge disposal ; and
WHEREAS, as a part of the sludge master plan study, the City wishes to
research the effects sludge disposal will have on the land by conducting a
research study; and
WHEREAS, the City wishes to enter into an intergovernmental agreement with
Colorado State University to conduct the necessary research over a three year
period; and
WHEREAS, Article II, Section 16 of the Charter of the City of Fort Collins
authorizes the Council , by ordinance or resolution, to enter into contracts with
other governmental bodies to furnish governmental services or enter into
cooperative or joint activities with other governmental bodies; and
WHEREAS, a series of test plots will be located at the ranch for the
purpose of monitoring the effects of water and wastewater sludges on plant
species, nutrient uptake, runoff and leaching potential ; and
WHEREAS, the Council has determined that the City should enter into said
agreement with Colorado State University.
NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS:
Section 1 . That the Mayor be, and hereby is, authorized to enter into an
intergovernmental agreement with Colorado State University for the purpose of
conducting a sludge disposal study on the Meadow Springs Ranch for a period of
three (3) years commencing August 20, 1991, with completion no later than March
31, 1994.
Section 2. That the City of Fort Collins shall compensate Colorado State
University a maximum of One Hundred Eighty-eight Thousand Six Hundred Two Dollars
$188,602 over a three (3) year period, contingent upon Council approval of
proposed appropriations from the wastewater fund of approximately Sixty-two
Thousand Five Hundred Dollars ($62,500) annually.
Passed and adopted at a regular meeting of the Council of the City of Fort
Collins held this 20th day of August, A.D. 1991.
