OF THE COUNCIL OF THE CITY OF FORT COLLINS
RECOMMENDING THAT THE FORT COLLINS URBAN
GROWTH AREA BOUNDARY BE DESIGNATED AS THE
NON-ATTAINMENT AREA BOUNDARY FOR AIR
QUALITY PLANNING PURPOSES
WHEREAS, Fort Collins has been designated by the U.S. Environmental
Protection Agency as a non-attainment area with respect to the National Ambient
Air Quality Standard for carbon monoxide; and
WHEREAS, the Clean Air Act amendments of 1990 require that the boundaries
of non-attainment areas be updated; and
WHEREAS, the Clean Air Act amendments of 1990 require that the non-
attainment area boundary include both the area of violation and the area in which
air pollution sources contribute to the violation; and
WHEREAS, the Fort Collins Urban Growth Area is established pursuant to an
agreement between the Fort Collins City Council and the Board of Commissioners
of Larimer County; and
WHEREAS, the Fort Collins Urban Growth Area includes the City of Fort
Collins and surrounding areas anticipated to be developed for urban uses; and
WHEREAS, the City Council finds that most of the air pollution sources
contributing to measured carbon monoxide levels in Fort Collins are contained
within the Urban Growth Area boundary.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that the Council recommends to the Colorado Air Quality Control Commission that
the boundary of the Fort Collins non-attainment area be defined as the current
Fort Collins Urban Growth Area boundary as shown on the map attached hereto.
Passed and adopted at a regular meeting of the Council of the City of Fort
Collins held this 4th day of June, A.D. 1991.
