RESOLUTION 86-195
OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE CITY MANAGER TO ENTER INTO A
PROFESSIONAL SERVICES AGREEMENT WITH
ARCHITECTURAL ENERGY CORPORATION TO SUPPLY
TECHNICAL CONSULTING SERVICES FOR THE DEVELOPMENT
OF THE RESIDENTIAL ENERGY RATING SYSTEM
WHEREAS, the citizens of the City of Fort Collins have a strong desire
to achieve and maintain an energy conscious community; and
WHEREAS, a voluntary residential energy rating system has the
potential to lead to significant upgrades in the energy efficiency of the
Fort Collins housing stock; and
WHEREAS, an ad hoc citizens committee and the CHOICE Advisory
Committee (Citizen Held Options for Intelligent Choices in Energy) have
endorsed a proposed work plan for the detailed development of an energy
rating system; and
WHEREAS, the City's Purchasing Department released a Request for
Proposals (RFP MP-163) to solicit consultants to provided technical and
marketing consulting services in the development of the energy rating
system; and
WHEREAS, nine consultants responded to the technical portion of the
RFP, and, through the review and interview process, Architectural Energy
Corporation was selected as the firm best qualified for the contract; and
WHEREAS, Architectural Energy Corporation will perform the work
outlined in the proposal for a cost not to exceed Forty Thousand Dollars
(E40,000. ) , including reimbursable expenses; and
WHEREAS, pursuant to Section 2-66 of the Code of the City of Fort
Collins, no professional services agreement in excess of Twenty Thousand
Dollars ($20,000.) shall be entered into until approved by the City Council
in an open Council meeting.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the City Manager be, and he hereby is, authorized to enter
into a professional services agreement with Architectural Energy
Corporation for technical consulting services in the development of a
residential energy rating system for the City of Fort Collins, said
services to be performed by Architectural Energy Corporation for a sum not
to exceed Forty Thousand Dollars ($40,000.) , including reimbursable
expenses.
Passed and adopted at a regular meeting of the Council of the City of
Fort Collins held this 16th day of December, A. 986.
