HomeMy WebLinkAbout1991-064-04/16/1991-CACHE LA POUDRE RIVER BASIN NATIONAL WATER HERITAGE AREA POUDRE RIVER CORRIDOR RESOLUTION 91- 64 OF THE COUNCIL OF THE CITY OF FORT COLLINS ENDORSING THE DESIGNATION OF THE CACHE LA POUDRE RIVER BASIN AS A NATIONAL WATER HERITAGE AREA WHEREAS, on November 21 , 1989, the City Council adopted Resolution 89-208 endorsing the concept of a "working river" as the appropriate theme for the Poudre River Corridor, by which Resolution the City Council recognized that the functional aspects of the management of an irrigation river and the continuing development of such management is of primary importance in any federal designation of the Cache La Poudre River Corridor; and WHEREAS, on April 17, 1990, the City Council adopted Resolution 90-56 whereby the City Council recommended the designation of the Cache La Poudre River as a "National Heritage Corridor" and found that the designation of the river as a "National Heritage Corridor" would represent the most appropriate form of federal recognition of the Cache La Poudre River as a "working river" ; and WHEREAS, on July 3, 1990, the City Council adopted Resolution 90-103 authorizing the commissioning of a study by the National Park Service to ascertain the presence of significant cultural resources relating to the "working river" theme; and WHEREAS, the National Park Service has completed its "Cultural Resource Assessment" and has found that it would be feasible to develop a National Water Heritage Area under the theme "History of Water Management", and that the Cache La Poudre River Basin would be an appropriate river basin in which to portray the history of water management in the western United States; and WHEREAS, the Council has further determined that designation of the Cache La Poudre River Basin as a National Water Heritage Area portraying the history of water management in the western United States would be in the best interests of the citizens of the City, the region and the nation by providing for the interpretation of important cultural resources relating to the history of water management and also providing opportunities for education about the conservation and management of cultural , natural and recreational resources. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the Cache La Poudre River Basin should be designated as a National Water Heritage Area for the purpose of portraying the history of water management in the western United States with the understanding: o That the preponderance of Heritage Area activities (such as visitor centers) should be located within the accessible urban portions of the river corridor; That the existence of the National Water Heritage Area will not interfere with the operations and maintenance of existing water supply, treatment or transmission facilities in the Cache La Poudre River Basin; and o That the river basin be designated as a National Water Heritage Area upon the basis of the draft "Cache La Poudre National Water Heritage Area Act" , a copy of which is attached.
