HomeMy WebLinkAbout1987-179-12/01/1987-FAILED TO PASS RESOLUTION 87- 179 OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING A WATER SUPPLY POLICY WHEREAS, the City staff and Water Board during the 1 t year have studied in depth the City's present and future Water Supply needs and have proposed changes regarding the City's water supply policy; nd WHEREAS, the Water Board, after considerable st y and debate, has made a recommendation to adopt a water supply policy hich can be used for future planning and water acquisition programs; and / WHEREAS, City Council has reviewed the Wate Supply Policy Report and discussed it at a work session on June 23, 1987 and WHEREAS, it is believed that this wate supply policy will result in significant long term benefits to the comm,wnity, including a more reliable water supply and reduced capital expendit es over the long-term. NOW, THEREFORE, BE IT RESOLVED THE COUNCIL OF THE CITY OF FORT COLLINS that the following elements o a water supply policy be adopted: I . Cooperation with A ricult al Community. The City should continue to be sensitive to the fects that City acquisition policies have on the agricultural co unity. 2. Reliabilit of Su The reliability of the Fort Collins water supply should b:s/mitions. ntained to meet a 1 in 100 drought event. 3. Timingof Ac Water supplies that help balance the City's presen raw water system should be acquired in advance of that needed meet the 1 in 100 reliability criteria. 4. Process Ac uirin Water Rights and Storage. The City should evaluat opportunities as they arise and obtain the most desirable source of water. These opportunities may include acquisition of /6. stock or CBT water, lease arrangements, development of ge reservoirs such as Halligan Reservoir , or the litation of existing reservoirs. ater Requirements for New Development. The raw water ements (RWR) for developers should be adjusted upward by 20% during the next five years. al Participation/Cooperation. The City should continue to ith the water suppliers throughout the region to assure that te supplies are maintained in this area and that maximum use ained from supplies and available infrastructure (treatment capacity and transmission lines) . 7. Demand Management . A metering program directed at new construction and voluntary conversions should be adopted and implemented to reduce annual water use and peak day demands. 12JIf8" BE IT FURTHER RESOLVED, that the Water Board and City staff use these policy elements as general criteria when considering water supply projects, acquisition of water rights, or other measures related to the City's water supply.
