OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING A PROFESSIONAL SERVICES AGREEMENT WITH
SHALKEY WALKER ASSOCIATES, INC. FOR
DEVELOPMENT OF A MANUAL OF DESIGN
AND MITIGATION GUIDELINES FOR
SENSITIVE WETLANDS AND WILDLIFE HABITATS
WHEREAS, Section 8-129 of the Code of the City of Fort Collins ("the
Code") authorizes contracts for services of a professional nature, the
major result of which would yield to the City a report, a plan or a similar
document upon approval of the City Manager after evaluation in accordance
with the procedure for selection of professionals; and
WHEREAS, The Purchasing Agent has determined that the development of a
manual of design and mitigation guidelines for sensitive wetlands and
wildlife habitats comes within the purview of this Section of the Code; and
WHEREAS, in October of 1989, the City issued a Request for Proposals
for the project; and
WHEREAS, the Selection Committee reviewed 12 proposals, interviewed
the top 5 firms and selected Shalkey Walker Associates, Inc. , as the most
qualified firm for the project; and
WHEREAS, the services consist of developing consistent standards and
practices for incorporation into the City's Land Development Guidance
System to avoid or mitigate against adverse impacts of land modifications
on lands classified as moderate or high sensitivity wetlands and wildlife
habitats; and
WHEREAS, the total fee for the project shall not exceed thirty-five
thousand ($35,000) ; and
WHEREAS, funds have been budgeted and appropriated and are
available in the Comprehensive Planning, Natural Resources, and Parks
Planning and Development programs of the General Fund and in the Storm
Drainage Fund; and
WHEREAS, the fee for the project shall exceed Twenty Thousand
Dollars ($20,000) ; and
WHEREAS, the City Manager has approved contracting for professional
services for the project; and
WHEREAS, Section 8-129 of the code requires approval of the City
Council for any professional service agreement in excess of $20,000.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the professional services agreement with Shalkey Walker
Associates, Inc. for the development of a manual of design and mitigation
guidelines for sensitive wetlands and wildlife habitats in an amount not to
exceed Thirty-five Thousand Dollars ($35,000) is hereby approved.
Passed and adopted at a regular meeting of the Council of the City
of Fort Collins held this 3rd day of July, A.D. 1990.
