HomeMy WebLinkAbout1993-005-01/05/1993-CHOICES 95 COLORADO STATE UNIVERSITY DESIGN ALTERNATIVE IGA LAUREL STREET NORTH DRIVE PLUM STREET PR RESOLUTION 93-5 OF THE COUNCIL OF THE CITY OF FORT COLLINS SELECTING A DESIGN ALTERNATIVE FOR IMPROVEMENTS TO SHIELDS STREET FROM PROSPECT ROAD TO LAUREL STREET WHEREAS, on the 7th day of March, 1989, the electors of the City of Fort Collins approved Ordinance No. 9, 1989, providing for the imposition of a new twenty-five hundredths percent (0.25%) sales and use tax on all items except food for a period of eight years for the purpose of obtaining funds for the construction of capital projects, which include the improvement of Shields Street from Laurel Street to Prospect Road; and WHEREAS, City staff has received considerable citizen input through open houses and numerous meetings with various interest groups on the preferred design alternative for this project; and WHEREAS, a consensus has not been reached as a result of this effort regarding the most acceptable design alternative for said portion of Shields Street; and WHEREAS, the Council has further received the recommendation of the Transportation Board, the Natural Resources Advisory Board, the Air Quality Task Force and the Planning and Zoning Board on the proposed design alternatives; and WHEREAS, the Council has reviewed the various design alternatives that have been identified and has selected a preferred alternative that should be used in completing the Shields Street project from Prospect Road to Laurel Street. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1 . That Shields Street, between Prospect Road and Laurel Street, shall be generally improved in accordance with the design as outlined on Exhibit "A, " attached hereto, at an estimated cost of One Million Seven Hundred Fifty- five Thousand Dollars ($1 ,755,000) ; provided, however, that said design may be modified as deemed necessary and appropriate by the City Engineer, so as to accommodate right turn lanes and existing trees and to utilize adjacent open areas owned by Colorado State University. Section 2. That in connection with the construction of the improvements shown on Exhibit "A" , the City shall also realign and straighten the route of North Drive and Plum Street at the intersection of Shields Street at an estimated cost of Fifty Thousand Dollars ($50,000) , which cost shall be divided equally between the City and Colorado State University ("CSU") . Section 3. That the Mayor be and hereby is authorized to enter into an intergovernmental agreement with CSU for the purpose of formalizing the proportionate cost sharing between the City and CSU as described above. Section 4. That any additional funds actually required for the construction of the project depicted on Exhibit "A" , which have not previously been approved by the Council , be included for Council 's consideration as part of the 1994 annual appropriation ordinance.
