OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE CITY TO PROCEED WITH THE APPLICATION OF WATER
AND WASTEWATER SLUDGES AT MEADOW SPRINGS RANCH AS OUTLINED IN
THE MANAGEMENT PLAN
WHEREAS, the City of Fort Collins ("the City") has purchased Meadow Springs
Ranch ("the Ranch") for the purpose of beneficial application of biosolids
("sludge") ; and
WHEREAS, the Council of the City of Fort Collins has previously directed
staff to develop a management plan for the long term management of biosolids and
water treatment residuals; and
WHEREAS, in July of 1994, City staff completed such management plan titled
"Master Plan for Biosolids and Water Treatment Plant Residuals" ("the Management
Plan") ; and
WHEREAS, pilot studies performed at the Ranch to date indicate that
biosolids and water treatment residuals applied to it have beneficial impacts on
the rangeland; and
WHEREAS, the Management Plan recommends proceeding with larger scale
demonstrat'ion studies to address operational issues at the Ranch; and
WHEREAS, Council finds that proceeding with the demonstration scale studies
is in the best interests of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that City proceed with the demonstration phase studies at the Ranch in accordance
with the recommendations of the Management Plan.
