HomeMy WebLinkAbout1989-109-05/16/1989-AUTHORIZING THE CITY MANAGER TO EXECUTE AN IGA BETWEEN THE CITY AND THE STATE OF COLORADO, STATE DEP RESOLUTION 89-109 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING THE CITY MANAGER TO EXECUTE AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF FORT COLLINS AND THE STATE OF COLORADO, STATE DEPARTMENT OF HIGHWAYS ESTABLISHING AN ACCESS CONTROL PLAN AS ALLOWED BY THE STATE HIGHWAY ACCESS CODE FOR COLLEGE AVENUE BETWEEN SWALLOW ROAD AND TRILBY ROAD WITHIN THE CITY LIMITS WHEREAS, on December 6, 1988, the City Council adopted Resolution 88-169b, which authorized the City Manager to execute an Intergovernmental Agreement (the "Agreement") between the City and the State of Colorado, State Department of Highways (the "State") , establishing an Access Control Plan (the "Access Plan") for that portion of College Avenue (U.S. Highway 287) between Swallow Road and Trilby Road; and WHEREAS, as a part of the Access Plan, certain provisions were included which had the effect of delaying the construction of raised medians on College Avenue between Troutman Parkway and Harmony Road (the "Medians") until JFK Parkway is completed between Troutman Parkway and Harmony Road; and WHEREAS, for that reason, the Access Plan as previously approved by Council was unacceptable to the State and the Agreement was not executed by the State, notwithstanding the City's approval of the same; and WHEREAS, in the interest of preserving the public health, safety and welfare, it is necessary to recognize the right of the State to construct raised medians and such other improvements as it may determine necessary for safety purposes; and WHEREAS, the Council has determined that it is in the best interest of the City that an affirmative timetable now be established for the construction of the Medians in order that the Access Plan be made acceptable to the State, while still accommodating the needs of affected property owners to formulate plans for access and internal traffic circulation; and WHEREAS, the Council desires to re-affirm the authorization which it gave to the City Manager to execute the Agreement, as modified herein. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS, as follows: Section 1 . That the Intergovernmental Agreement between the City of Fort Collins and the State of Colorado establishing an Access Control Plan, as heretofore approved by Resolution 88-169b, is hereby re-affirmed, provided, however, that the implementation provisions contained on the last page of said Access Control Plan are hereby deleted. Section 2. That, in order to establish an affirmative timetable for the construction of the Medians the Council does hereby direct City staff to commence construction of the Medians no sooner than June 1, 1991, but as soon thereafter as is practicable and monies necessary therefor have been budgeted and appropriated. Section 3. That the construction of said Medians shall comply with all requirements and specifications of the State. Section 4. That, until such time as the Medians are constructed, no traffic shall be permitted to make a northbound, left-turn movement from College Avenue to westbound Kensington Drive. Section 5. That in recognition of the interest of the State in the public health, safety and welfare, it is hereby acknowledged that, notwithstanding the City's forbearance from construction of the Medians for a period of two (2) years, the State may itself undertake construction of the Medians and/or any other improvements along said portion of College Avenue if it determines that such construction is necessary to accommodate changed circumstances, or to otherwise protect the public safety. Section 6. That in the area of College Avenue, immediately south of Horsetooth Road, a temporary left-turn bay will be included in any future median to allow access to existing businesses on the east side of College Avenue, until such time as the construction of Mitchell Drive has been completed as shown on the City Master Street Plan. Section 7. That the City Manager be, and he hereby is, authorized to enter into an Intergovernmental Agreement between the City and the State of Colorado, State Department of Highways, for the purpose of adopting and implementing the Access Plan, as modified by the provisions of this Resolution, a r-^y of which plan is attached hereto and incorporated herein by this referee_a. Passed and adopted at a regular meeting of the Council of the City of Fort Collins held this 16th day of May, A.D. 1 , (:: �&�4 Mayor ATTEST:,, QCity Clerk SOUTH COLLEGE AVENUE ACCESS CONTROL PLAN SWALLOW ROAD TO TRILBY ROAD FORT COLLINS, COLORADO PURPOSE The purpose of this Access Plan is to provide the City of Fort Collins, Larimer County , and the Colorado Department of Highways with a comprehensive roadway access cor*rol plan for State Highway 287 (South College Avenue) from Swallow Roa- to Trilby Road. The development of this Access Control Plan adheres to the requirements of the Colorado State Highway Access Code (2CCR601-1) , Section 2. 12. All access requests for this section of South College Avenue shall be in conformance with this Access Control Plan. TYPES OF ACCESS A variety of access types are included in this Access Plan. Each access point have been identified based on the type of access to be allowed. The following definitions are for the access types to be used on South College Avenue. Signalized Intersection - An intersection of a public street with South College Avenue, controlled by a signal device. All turning movements are allowed at signalized intersections, unless restricted by mutual agreement of the Colorado Department of Highways and local authorities due to safety or geometric considerations . Right in/Right out/Left in - An intersection of a public street or private drive with South College Avenue which is designed to allow right turns in, right turns out, and left turns in. Left turns out onto South College Avenue are not allowed, and must be controlled by appropriately designed raised medians or islands. This type of intersection will remain unsignalized. Right in/Right out - An intersection of a public street or private drive with South College Avenue which is designed to allow right turns in and right turns out. Left turns in from South College Avenue and left turns out onto South College Avenue are not allowed, and must be controlled by appropriately designed raised medians or islands. This type of intersection will remain unsignalized. ACCESS POINTS This access control plan identifies the location of all future access points for the identified section of South College Avenue. Existing access points may continue at their current location until such time that development or change in land use requires compliance with the Colorado State Highway Access Code. Such compliance will be consistent with the Access Control Plan. Existing Signalized Intersections All intersections with South College Avenue which are signalized at the time of approval of this Access Plan will remain as signalized intersections. These points are: - Swallow Road - Foothills Drive - Monroe Drive - Horsetooth Road - Boardwalk Drive - Troutman Parkway - Harmony Road - Trilby Road Potential Signalized Intersections The location of potential signalized intersections have been identified at: A new east-west street intersecting South College Avenue 600 feet south of the centerline of Creger Drive Kensignton Street - Fairway Lane Relocated Fossil Creek Parkway - Skyway Drive - 600 feet north of the Centerline of Trilby Road Signalization of these intersections may be allowed at the specified locations, based on the ability to meet the following requirements and approval of the Colorado Department of highways and the local authority: 1 . Signal Volume Warrants are met as stated in the latest edition of the Manual of Uniform Traffic Control Devices U . S . Department of Transportation Federal Highway Administration; and, 2. The cross street provides a link in the street system plan of the City of Fort Collins and Larimer County. Full turning movements at the intersection will provide for east-west travel , or serve as circulation for the South College Avenue corridor; and, 3. The addition of the signalized intersection improves the operations of traffic on South College Avenue; and, 4. The intersection design meets the full turning movement intersection design requirements and standards of the Colorado Department of Highways and the local authority. Right in/Right out/Left in Access Points Right/in Right out/Left in access points onto South College Avenue will be allowed at the following locations: - West side, Right in (one way)/Left in, 375 feet south of the centerline of Foothills Parkway - West side, Creger Drive - East side, Pavilion Lane - West side, Mason Street - West side, 660 feet south of the centerline of Mason Street - East side, Smokey Street - West side, Saturn Street Right in/Right out Access Points Right in/Right out access points will be allowed at the following locations along South College Avenue: - West side, 450 feet north of the centerline of Foothills Parkway - East side, 420 feet north of the centerline of Monroe Drive - West side, Right out (one way) , 170 feet north of the centerline of Monroe Drive - West side, 330 feet north of the centerline of Creger Drive - East side, 615 feet south of the centerline of Horsetooth Road - West side, Colboard Drive - East side, 375 feet south of the centerline of Boardwalk Drive - West side, 810 feet north of the centerline of Troutman Parkway - East side, 470 feet north of the centerline of Troutman Parkway - West side and east side, 480 feet south of the centerline of Troutman Parkway - East side, Palmer Drive - West side, 295 feet north of the centerline of relocated Fossil Creek Parkway - East side, 450 feet north of the centerline of relocated Fossil Creek Parkway (on property line) - West side, 1,040 feet north of the centerline of Crestridge Street - East side, Bueno Drive - West side, Crestridge Street - East side and west side, 1,000 south of the centerline of Skyway Drive All measurements for the location of these access points are based on the centerline to centerline distance . minor adjustments in the location of the Right in/Right out access points can be treated as a design variance if the design standards of the Colorado State Highway Access Code are met. Additional Right in/Right out access points may be considered based on the following requirements: 1 . The parcel of land in question has no other means of access; or, 2. The Right in/Right out access will provide joint access to an area-wide circulation system serving multiple properties o r land uses; and, 3. The addition of the Right in/Right out access will improve traffic operations on South College Avenue; and, 4. The intersection design meets the geometric design requirements and standards of the Colorado Department of Highways and t he local authority. DESIGN STANDARDS The geometric design of access points within this Access Control Plan must be designed according to the requirements and standards of the Colorado Department of Highways and the local authority. Deceleration lanes are required for all right-turning vehicles. The design of these lanes will meet the requirements and standards of the Colorado State Highway Access Code. Variances to these design standards must have the approval of the Colorado Department of Highways and the local authority under Section 2.8 of the Colorado State Highway Access Code. A change in access location or access type from those identified in this Access Control Plan will require an amendment to the intergovernmental agreement authorizing this plan.
