OF THE COUNCIL OF THE CITY OF FORT COLLINS
INSTRUCTING THE CITY MANAGER TO NEGOTIATE A LEASE
OF THE OLD "POWER PLANT" TO COLORADO STATE
UNIVERSITY FOR AN ENGINES AND ENERGY
CONVERSION LABORATORY
WHEREAS, the City is the owner of an abandoned power plant located at 430
North College Avenue ("the Power Plant") , which Power Plant is no longer needed
by the City electric utility for utility purposes; and
WHEREAS, in recent years, the City has sought to utilize the building for
some beneficial public purpose, and, as a part of that effort, during the year
1992, requested proposals from real estate, property management, architectural
and engineering firms, and from the public generally, regarding purposes to which
the Power Plant might be beneficially applied; and
' WHEREAS, as a result of the request for proposals, the City received a
proposal from Fort Collins Alternative Development, Inc. , and another from the
Mechanical Engineering Department of Colorado State University ("CSU") ; and
WHEREAS, after consideration of the proposals, and the recommendations of
the interviewing committee, the City Council has determined that the proposal
presented by CSU: (1) provides the City with the best opportunity to ensure that
the property will be used for beneficial public purposes, (2) best supports the
historic preservation of the building, (3) is supported by the best financial
backing, and (4) is the better conceived proposal of the two received by the
City.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that the City Manager is hereby instructed to negotiate a lease of the North
College Avenue "Power Plant" to CSU for an engines and energy conversion
laboratory, and after negotiation, to present said lease to the City Council for
approval in accordance with Section 23-114 of the City Code.
Passed and adopted at a regular meeting of the Council of the City of Fort
Collins held this 16th day of February, A.D. 1993. D
