HomeMy WebLinkAbout1993-090-06/15/1993-COUNCIL GOALS POLICY AGENDA RESOLUTION 93-90 OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING. COUNCIL GOALS AND A POLICY AGENDA WHEREAS, under Article II of the City Charter, the City Council is responsible for the determination of all matters of City policy and for the provision of all public services; and WHEREAS, the Council has reviewed with the City Manager various current issues pertaining to both policy and services; and WHEREAS, the Council has identified certain issues which it considers desirable and necessary to address in the public interest during the elective term of the incumbent Council ; and WHEREAS, the Council wishes to support and emphasize policies and programs that will significantly improve the community and is committed to providing personalized, quality community services; and WHEREAS, in pursuance of its goals, the Council is also desirous of establishing a policy agenda which will provide a guideline for the Council and citizens of the City for tracking the goals established by the Council and evaluating the accomplishments of the organization; and WHEREAS, the goals and policy agenda will provide a framework for the work plans of City staff and the budget requests to be considered by the Council . NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the following Council Goals are hereby adopted by the Council to serve as the basis for such future legislative and administrative action as may subsequently be deemed necessary and appropriate to address and resolve the various issues identified therein: a. Provide efficient, cost-effective quality services and facilities. Ensure the provision and maintenance of the public's investment in quality public services and facilities. b. Enhance the City's fiscal health. Continue to find ways to strengthen and enhance the fiscal health of the City. C. Provide for a variety of transportation modes and choices. Plan and provide a variety of transportation modes and choices in order to decrease vehicle travel and balance and integrate safety, efficiency, congestion and the needs of the environment. d. Protect and enhance our environment. Protect and enhance the City's environment and ensure that environmental quality is an integral part of the City's land use, utility, and development policies and plans and capital improvement projects. e. Strengthen the City's land use goals and policies. Review and revise as necessary the City's land use planning process and policy framework to the strengthen the elements which: promote a well -managed growth pattern; provide opportunities for citizens to voice their concerns early in the process; are consistent with community and neighborhood values; and integrate consideration of environmental quality, the physical environment, and the provision of public services and facilities. f. Reduce violence and keep our citizens safe. Examine and assure the continued delivery of quality public safety services. g. Increase affordable housing. Continue to work with other agencies and citizens to facilitate increasing the availability of affordable housing to all residents. h. Enhance the community's economic vitality. Encourage business and job development that provides quality jobs, living wages, and has a positive impact on the environment in order to diversify and sustain the healthy economic base of the community. i . Preserve and enhance the City's core areas. Continue to encourage and support projects that preserve and enhance the City's core areas: Downtown, Old Town, North College, and the close-in neighborhoods. j. Promote cultural diversity, and recreational and educational opportunities. Promote cultural , recreational and educational enrichment programs and facilities that are integral to the City's quality of life and will foster mutual respect and regard for all people. k. Listen and respond to citizens by promoting opportunities for early involvement and meaningful participation. Ensure total involvement and communication with citizens regarding the full -range of City policy and projects. 1 . Initiate intergovernmental coordination and cooperation. Work with other local , state and federal government agencies and special districts to better integrate and coordinate policy planning and joint projects. Section 2. That, in pursuance of the Goals stated above, the Council hereby adopts the Policy Agenda attached hereto as Exhibit "A" and incorporated herein by this reference.
