OF THE COUNCIL OF THE CITY OF FORT COLLINS
REAFFIRMING THE COUNCILS INTENTION TO CONSTRUCT A ROUNDABOUT
AT THE INTERSECTION OF STATE HIGHWAY 14 AND LEMAY AVENUE
WHEREAS, traffic at the intersection of State Highway 14 (Mulberry Street) and Lemay
Avenue(hereinafter referred to as the "Intersection")consists of various types and sizes of vehicles,
particularly large trucks, and is presently controlled by traditional traffic signals; and
WHEREAS, the City is the recipient of a grant from the Colorado Department of
Transportation ("CDOT") for congestion mitigation and air quality ("CMAQ")funds, which funds
have been made available to the City for the purpose of undertaking an analysis of the appropriate
intersection improvements at the Intersection and for the construction of those improvements; and
WHEREAS,the City Council has,by the adoption of Ordinance No. 152, 1999,appropriated
$1,090,000 in CMAQ funds for such purpose; and
WHEREAS,the Intersection Alternative Analysis conducted regarding the Intersection has
indicated that a multilane modern roundabout would alleviate traffic congestion and enhance safety
at the Intersection in lieu of traditional intersection improvements; and
WHEREAS, based upon the aforementioned evaluation, City staff has recommended the
roundabout design as the best alternative to pursue; and
WHEREAS, on January 18, 2000, the City Council adopted Resolution 2000-21 directing
the staff to move forward with the construction of a roundabout at the Intersection and requesting
that CDOT approve the roundabout design alternative for the Project; and
WHEREAS, on June 9, 2000, CDOT gave its approval of the roundabout and entered into
an intergovernmental agreement with the City regarding the operation and maintenance of the same;
and
WHEREAS, the total cost to construct the roundabout, including the amount already
expended for analysis and determination of the appropriate intersection improvements,was initially
estimated at $2,375,721, including the contribution from the developer of the Mulberry-Lemay
Crossings Project in the amount of$1,184,565.26; and
WHEREAS,said cost estimate was based upon the above-referenced Intersection Alternative
Analysis; and
WHEREAS, the City Manager subsequently advised the Council that, because of
modifications in the design of the roundabout,the cost of the project had increased to approximately
$3.85 million; and
WHEREAS,more recent cost estimates undertaken by the design consultant and City staff,
and done in a number of iterations to reflect numerous changes in the requirements by CDOT and
the Federal Highway Administration,have indicated that the cost of the roundabout will substantially
exceed those previous estimates and may be as high as $4.85 million; and
WHEREAS, the Council has carefully reconsidered the advisability of constructing the
roundabout and believes that the long-term benefits of the roundabout still warrant construction of
the same, since the useful life of such improvements will far exceed that of standard intersection
improvements; and
WHEREAS,sufficient general fund,transportation fund and other revenues are available and
can be appropriated to fully fund the roundabout.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the Council hereby reaffirms its decision to construct the roundabout.
Section 2. That the City Manager is hereby directed to pursue, as expeditiously as
possible, the competitive sealed bidding process as provided in the City Code, to secure the lowest
responsive and responsible bidder for construction of the roundabout.
Section 3. That the City Manager is hereby directed to present, for Council's
consideration on March 6,2001, an ordinance appropriating from appropriate general fund sources
recommended by the City Manager,sufficient funds to fully fund the construction of the roundabout.
