ORDINANCE NO 1917
RELATING TO AN APPROPRIATION FOR THE RENEWAL AND RECONSTRUCTION
OF WATER MAINS AND CONNECTIONS WITH HYDRANTS IN WHAT IS TO BE
KNOWN AS CONCOLIDATED IMPROVEMENT DISTRICT NO, 5 OF THE CITY
OF FORT COLLINS, COLORADO, AND PROVIDING FOR THE PAYMENT OF
THE SAME.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT COLLINS
Section 1. Since the passage and adoption of the appropriar
tion ordinance for the fiscal year ending December 31, 1917, an
emergency has arisen whereby it has become necessary to provide
an additional appropriation for the reconstruction of water mains,
connections and hydrants in connection with the water works system
of the City of Fort Collins within ghat is to be known as the
Consolidated Improvement District No 5, in the City of Fort Collins ,
by reason of the petition and ordering the permanent paving of
said district, and which requirement is an unforeseen contingency
arising since the passage of said annual appropriation ordinance,
angYin the opinion of the City Council it is absolutely necessary
to carry forward said improvement to construct said improvements
in said Consolidated Improvement District No. 5 and to insure the
safety and protection of the water system of said city to the
inhabitants thereof that said water mains be so replaced and
reconstructed
Section 8 That there be and hereby is appropriated out

of the revenue�noY the City of Fort Collins the sum of Ten Thousand
Dollars ($10,000) to be used by the Department of Public Works
for the purpose of purchasing pipe ana reconstructing the water
mains in what is to be known as Consolidated Improvement District
No 5, in accordance with the plans and recommendations of the
Commissioner of Public Works heretofore adopted by the City Council,
and for the purpose of insuring the safety and protection of the
water supply of said city within the limits of said Consolidated
Improvement District, and that the funds so appropriated be and
are hereby known and designated as the "Special Water Works
Improvement Fund, " and all warrants drawn for the payment of
material and labor in the construction of said improvement shall
so designate upon their face, and in the event the revenues for
the fiscal year ending December 31, 1917, are insufficient to pay
and redeem said warrants, then said warrants shall draw interest
at the rate of six per cent per annum and be payable out of the
appropriation for the fiscal year ending December 31, 1918.
Section 3. This ordinance is hereby declared to be an
emergency ordinance under and by virtue of the provisions of
Section 13 of Article %% of the Charter, as being necessary for
the preservation and safety of public property, and it is further
certified and declared by the City Council that it i$Snecessary
for this ordinance to be passed finally upon the date when it
was introduced, by reason of the emergency for the preservation
of the public health and safety, and under and in pursuance of
the authority contained in Sections 6 and 7 of Article IV of
the City Charter

I, Ray Baxter, City Clerk of the City of Fort
Collins, do hereby certify and declare that the foregoing
Ordinance, consisting of three (3) sections, was duly
introduced and read at length at a regular meeting of
the City Council held on the /L day of April, 1917,
and was duly passed and adopted by an Aye and Nay vote
of all the members of the City Council at said regular
meeting, and ordered published in the Fort Collins
Courier, a daily newspaper of the City of Fort Collins,
in accordance with the provisions of Section 7of Article
IV of the City Charter, and that thereafter and on the

as passed and adopted was duly published in the Fort
Collins Courier, a daily newspaper published in said
City of Fort Collins, Colorado.
