BE IT ORDAIiED BY THE CITY COUNCIL OF T=7 CITY OF FORT COLLIES:
Section 1. That since the passage and adoption
of the annual appropriation ordinance for the fiscal year end-
ing December 31st , 1920 , an emergency has arisen ;rowing out of
the organization of permanent improvement districts , whereby it
has become necessary to roviie an ad itional appropriation for
the renewal and reconstruction of water mains and connections
- -'h hydrants, in connection with the waterworks system of the
City of Fort Collins, in what is known as ';Test ::ouatain Avenue
ImproveL,ent District No. g , in t)"_e City of Fort Collins, and
Howes Street Improvement District To. /// , by reason of the
proposed permanent paving of said districts , and which require-
ment is an unforeseen contingency arising since the passage and
adoption of the annual appropriation ordinance for the fiscal
year ending December 31st , 1920, and in 'he opinion of the City
Council it is absolutely necessary to carry forward said im-
provenants in said improvemen-� districts and to insure the
safety and protection of the .%ater system of said city to the
inhabitants thereof , that said water mains be so renewed an3
reconstructed.
Section 2. That there be and 'r:ereay is appro-
priated out of the revenues of the water works funds of the
City of Fort Collins the sum of AC'f- .�
ollars, to be used by the Department of Public Works for the
purpose of purchasing cast iron pipe , hydrants and connections
and reconstructing the water mains in what is to be known as
"pest Mountain Avenue Improvement District l,o . 8 and 'low-es
Street Improvement District No. /�, in accordance with t_.e
plans :and recorzendations of the Commissioner of Public .'orks,
heretofore adortel by the City Council, and for t'_-e purpose of
insuring the safety and protection of the water supply of said
City within the limits of said ir.,provement districts, and else-
where; and that the funds so appropriated are to be known and
designated on the books of the City Clerk and of the City
Treasurer as "Special Emergency crater 'Torks Improvement Fund" ,
and all warrants drawn for the payment of material and labor
in the construction of said improvements shall so dasiS--nate
upon the face thereof, and in the event the revenues for the
fiscal year ending December 31st , 1920 are insufficient to pay
and redeem said warrants, then said warrants shall draw interest
at the rate of six (6) per cent per annum and be payable out
of the revenues and appropriations for the fiscal year ending
December 31st , 1221.
Section 3 . This ordinance is hereby declared to
be an anergency ordinance under and by virtue of the provisions
of Section 13 of Artic]D XIX of the City Charter, as being naces-
sary for the preservation and safety of public property, and it
is necessary for this ordinance to bZ passed finally upon the
date when it is introduced, by reason of the emergency for the
preservation of the public health and safety aad under and in

pursuance of the authority contained in Sections o and 7 of
Article IV of the City Charter .
Introduced, read at length and adopted by the
unanimous vote of all the members of the City Council this
20th day of ::;arch, A.J. 1-220 .

I , A. J. ROSENOW, City Clerk of the City of
Fort Collins, do hereby certify and declare that the fore-
going ordinance consisting of three (3) sections was duly
proposed and read at length at a regular meeting of the
City Council hall on the 20th day of ;larch, A.D. 1920 , and
was "July adopted and ordered published in the Fort Collins
Express, a daily newspaper and the official reweraper of
the City of Fort Collins, by the unanimous vote of all mem-
bers of the Council , as an emergency ordinance, in aocor-
dance with the provisions of Sections 6 and 7 of Article ,
IV of the City Charter; and thereafter , on towit: the a G
day of March, A.D. 1920, said Ordinance No. was duly
published in the Fort Collins Express , a daily newspaper
published in the City of Fort Collins , Colorado.
III .".'ITNESS WHEREOF, I have hereunto set my
