BEING AN EMERGENCY ORDINANCE RELATING TO THE ORGANIZATION
OF THE FIRE DEPARTMENT OF THE CITY OF FORT COLLINS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT COLLINS:
Section 1. That the Fuse Department of the City of
Fort Collins shall be under the immediate supervision and con-
trol of the Commissioner of Public Safety and Health and Ex-
Officio Mayor; and said Department shall be charged with the
duty of immediately and by proper means extinguishing any fire
breaking out within the City of 'Fort Collins, and, so far as
may be, of removing fire hazards and preventing fires from
breaking out.
Section 2. For the purpose of carrying 0n tie wbr1r-... -
of said Fire Department, the City Council is hereby authorized
and empowered to appoint, upon the recommendation of the Com-
missioner of Safety and Health, One (1) Fire Chief, Owwmik
One Fireman Master Mechanic, and such additional
Firemen as may be necessary for the proper organization of the
Fire Department and protection against fires within the city.
All Firemen shall be under the immediate direction and control
of the Fire Chief, but both said Fire Chief and all Firemen to
be at all times subject to the general control and direction
of the Commissioner of Public Safety and Health and Ex-Officio
Mayor. Said Fire Chief and employees of the Fire Department
shall receive such compensation as provided under ordinance
relating to salaries, and shall hold their respective offices
or employment at the pleasure of the City Council, upon the
recommendation of the Commissioner of Safety and Health.
Section 3. The Fire Chief shall be responsible for
the discipline, good order and proper conduct of the entire
Fire Department; shall enforce all regulations pertaining thereto;
see that all property of the Fire Department is given proper

care and attention a. . kept in good condition; aad generally have and
exercise the p:omers and authority of Chief of the Fire Department. He shall
have control of all persons present at fires, and to that end shall
ex-officio be and exercise all the powers of a policeman; and shall have
the power, if need be, to summon any and all persons present to assist in
extinguishing any fire, in removing property from any burning building,
and in guarding the same, and any able-bodied persons refusing to obey
such summons shall be liable to arrest, and upon conviction may be fined
not less than Five Dollars ( $5.00) nor more than Fifty Dollars ($50.00)
for each offense. In the absence of the Fire Chief, such person as may be
designated by the Fire Chief shall have the powers and authority and be
chargeable with the dutILesof the Fire Chief. The Fire Chief shall make
reports to the Commissioner of Safety and Health on or before the second
Saturday in each month of all matters concerning the department and its
activities; and showing a record of all fires, their date, cause, if known,
the approximate loss and to whom, and such other facts as may be deemed
of value; and he shall make such additional reports at such times as may be
requested by the Commissioner of Safety and Health. Provided, That the
Fireman Master Mechanic shall have direct control and be first in charge
of the power fire trucks of the Department and be responsible for their
working order and condition, and shall designate the competent fireman
or firemen to drive and operate the same.
Section 4. It shall be unlawful for any person or persons to
interfere with the officers or members of the Fire Department in the discharge
of their duties at any time, or in any manner tamper with any of the Fire
Department equipment, alarm system, or other apparatus, or in any manner
obstruct any fire plug within the city limits. And any person violating
any provision of this section shall, upon conviction, be fined not 'Less
than Five Dollars ( $5.00) nor more than One Hundred Dollars ($100.00) for
each offense.
Section 5. Ordinance No . 3, 1915, is hereby repealed.
Section 6. In the opinion of the City Council an emergency
exists for the preservation of the public health,
peace and safety, and this ordinance shall take effect upon
its passage and publication, under and by virtue of the
authority contained in Sections 6 and 7 of Article IV of the
City Charter.
Introduced, read a t length and adopted by the
unanimous vote of all members of .the City Council this loth
day of January, A.D. 1925.

I, A. J. Rosenow, City Clerk of the City of Fort
Collins, do hereby certify and declare that the foregoing
ordinance, consisting of six (6) sections , was duly proposed
and read at length at a regular meeting of the City Council
held on the loth day of January, A.D. 1925, and was duly
adopted and ordered published in the Fort Collins Express-
Courier, a daily newspaper and the official newspaper of
the City of Fort Collins, by the unanimous vote of all
members of the Council, as an emergency ordinance, in accord-
ance with the provisions of Sections 6 and 7 of Article Iv,
of the City Charter; and thereafter, on to-wit, the

day x'y:o f Januarys A.D. 1925, said Ordinance No. was duly
published in the Fort Collins Express-Courier, a daily news-
paper published in the City of F®tt Collins.
