FOR TAX IEVIES TO PAY THE INTEREST ON AND EXTIN- GUISH THE PRINCIPAL OF SUCH BONDS WHEREAS, the qualified electors of the City of Fort I Collins , Colorado have heretofore authorized the erection and 11 construction of a system of waterworks for the purpose of sup- 11 �j plying said city and the inhabitants thereof with water, which waterworks system has been constructed and is now owned, con- �I trolled and maintained by said city, and �I WHEREAS, by reason of the growth of said city, the i I said waterworks system and water supply have become inadequate i �I and insufficient, making necessary numerous additions, exten- sions and improvements to said system, consisting of the follow- ing I� A Certain additions to and extensions and improve- ments of the filtration plant and system, B Enlarging, increasing, extending and improving storage and reservoir capacity , �I C Additions to, extending, improving and replacing II pipe lines and distribution system, d D Acquiring additional water and water rights, and I ' WHEREAS, the city does not have in its treasury suffi- cient funds for the said extensions and improvements , making it j; necessary for the city to issue its negotiable coupon bonds I (, therefor THEREFORE, BE IT ORDAINED BY THE CITY COUNCII, OF THE I� CITY OF FORT COLLINS, COLORADO �I I 2 Se Lion 1 That the system of' waterworks for fire liand domestic purposes now owned , managed and operated by the �j City of Fort Collins be improved and extended as hereinbefore set forth, so that the city may have an adequate and sufficient I� I� supply of pure water, in accordance with plans and specifica- tions adopted or to be adopted by the City Council of said 1 city fIi Section 2 That for the purpose of providing funds for supplying the city and its inhabitants with water and for I i' �} the purpose of improving and extending said waterworks as I� aforesaid, the city shall issue its negotiable coupon bonds in i the amount of One million, one hundred thousand---- dollars I ( 1.1001000 00 ) , to be designated "City of Fort Collins Water one hundred �I Bonds, Series of 1925, " and consisting of one thousand./ bonds in the denomination of one thousand dollars ($1,000) each, payable I in lawful money of the United States and bearing interest from 4� and after the let day of July, A D 1925, at a rate not exceed- ing four and one-half per centum per annum, payable semi-annually i on the let days of July and January in each year, the exact �f rate of interest which said bonds shall bear to be determined by �t the City Council after bids for said bonds have been received I Said bonds shall be numbered in regular and consecutive order, I commencing with number one , and shall be payable in the order of �I their number on the let day of July A D 1940, with the re- served option, however, of the right to pay twentj-five thousand dollars II ($25 ,000) of said bonds on or after the let day of July Ii in each of the years A D 1936 to 1939 , inclusive Said bonds i �I and the coupons attached thereto shall be payable at the office !� of the City Treasurer of said city in Fort Collins , Colorado , or I at the gountz Bros Bank of New York City, at the option of the I� + holder Said bonds shall bear date the let day of July,A D l�I 1925, shall be signed by the Mayor and attested by the City i 3 li I� �I Clerk under the official seal of said city, and shall be re- corded in a book to be kept by the City Clerk for that purpose �i There shall be attached to each bond thirty coupons , numbered �I consecutively from one to thirty, both numbers inclusive , each coupon representing a semi-annual installment of interest li on each bond to which it is attached, and securing the payment I, of interest as it accrues , and said coupons shall bear the facsimile signatures of the Mayor and Clerk, a facsimile of the seal of said city and the number of the bond to which it is attached, and said coupons , when so made, executed and I delivered as a part of said bond to which the same are attached, shall be the lawful obligation of said city, securing the pay- ,I ment of interest in the hands of all parties to whom they may �i come. each of the years A D 1925 to I 1939 , inclusive , there shall be and there is hereby levied upon each and every dollar of valuation of the taxable property with- I in said City of Fort Collins , in addition to all other taxes, q a tax sufficient to pay one year's interest on all of said bonds outstanding, and in each of the years A D 19 35 to j 1939 , inclusive, a tax sufficient to produce one- fifth part �I of the principal of said bonds , for the purpose of extinguish- ing the principal of said bonds within fifteen years from the l date of said bonds, and the taxing and collecting officers system of said city, over and above the cost of li I II operating, maintaining and improving the same , shall be placed in the Bond Fund hereby and by other ordinances of the city t created, to be applied to the payment of the interest and i principal of the bonds hereby authorized as well as to the pay- �I ment of the interest and principal of the bonds of the city heretofore issued and hereinbefore provided may for the next succeeding year be reduced so as to raise only such an I amount as may be necessary to meet the interest on such bonds when and as the same accrues , together tnereof when it due are hereby appropriated for that purpose , and said amount for each year shall also be included in the annual appropria- tion bills passed by the City Council of said city in each
