BEING AN EMERGENCY ORDINANCE RELATING TO AN ADPROPRIA-
TION FOR THE RECONSTRUCTION OF THE SUGAR FACTORY LINE
OF THE MUNICIPAL RAILWAY SOUTH OF THE COLORADO &
SOUTHERN RAILROAD AND WHERE NECESSARY OF THE MAIN
LINE FROM THE INTERSECTION OF THE FACTORY LINE TO THE
INTERSECTION OF WILLOW STREET
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
COLLINS -
Section 1 That since the passage and
adoption of the annual appropriation ordinance for the
fiscal year ending December 31st 1920, an emergency
has arisen growing out of the requirement for the re-
construction of the sugar factory line of the Municipal
Railway, south of the Colorado & Southern railroad, and
of the main line from the intersection of the sugar fac-
tory line to the intersection of Willow Street whereby
it has become necessary to provide additional appropria-
tion therefor , which requirement is an unforeseen contin-
gency arising since the passage and adoption of the annual
appropriation ordinance for the fiscal year ending December
31st , 1920, and in the opinion of the City Council it is
absolutely necessary to carry forward said work of recon-
struction to insure the safety of the public in the opera-
tion of the sugar factory line and the operating cost
thereof to the City of Fort Collins, and in order to comply
with a contract to be entered into between the City of Fort
Collins and The Great Western Sugar Company respecting the
operation of said sugar factory line
Section 2 That there be and hereby is
appropriated out of the revenues of the municipal railway
for the year ending December 31st , 1920 the sum of One
Thousand Five Hundred Dollars (61500 oo) to be used for
the reconstruction of the sugar fVtory line of the muni-
cipal railway south of the Colorado & Southern railroad
and also the reconstruction of the main line from the in-
tersection of the sugar factory line to the intersection
of willow Street , which appropriation of funds shall be
known and designated on the books of the City Clerk and
of the City Treasurer as "Special Emergency Municipal Rail-
way Appropriation Fund" , and all warrants drawn for the
payment of material and labor in the construction of said
improvements shall so designate on the face thereof
Section 3 This ordinance is hereby de-
clared to be an emergency ordinance under and by virtue
of the provisions of Section 13 of Article XIX of the City
Charter as being necessaryfor the preservation and safety
of public property, and it is necessary for this ordinance
to be passed finally upon the date when it is introduced,
by reason of the emergency for the preservation of the
peace
public healthnand safety and under and in pursuance of the
authority contained in Sections 6 and 7 of Article IV of
the City Charter
Introduced, read at length and adopted by
the unanimous vote of all the members of the City Council
this 17th day of Aoril, A D 1920

proposed and read at length at a regular meeting of the
City Council held on the 17th day of April 'A D 1920 and
was duly adopted and ordered published in the Fort Collins
Express a daily newspaper and the official newspaper of
the City of Fort Collins by the unanimous vote of all
members of the Council, as an emergency ordinance, in
accordance with the provisions of Sections 6 and 7 of
Article IV of the City Charter, and thereafter, on towit
