BEING AN EMERGENCY ORDINANCE RELATING TO AN APPROPRIA-
TION FOR THE INSTALLATION OF SPRINKLING SYSTEM GRADING,
LAWN AND SHRUBBERY IN THE PARKING IN SOUTh COLLEGE A IE-
NUE IMPROVELIEhT DIS^1RICT NO 11 IN TUE CITY OF FORT
COLLINS
BE IT ORDAINED BY THE CITY COUJCIL OF TqE CITY OF FORT
COLLINS
Section 1 That since the passage and adob-
tion of the annual appropriation ordinance for the fiscal
year ending December 31, 1920 an emergency has arisen,
growing outi of the necessity for the installation of a
sprinkling system grading lawn and shrubbery in the park-
ing in South College Avenue Improvement District No 11
for which improvements no provision was made in the annual
appropriation ordinance, and in the opinion of the City
Council is an unforeseen contingency arising since the
passage and adoption of the annual appropriation ordinance
and it is absolutely necessary that said improvements
should be constructed at an early date so as to complete
the improvements in said South College Avenue Improvement
District No 11
Section 2 That there be and hereby is
appropriated out of the revenues of the City of Fort Col-
lins , not otherwise appropriated for the fiscal year 1920
the sum of Six Thousand Five Hundred Dollars ($6500 oo) ,
to be used by the Department of Dublic Works for the pur-
pose of installing a sprinkling system grading lawn and
shrubbery in the parking in South College Avenue Improve-
men'- District Jo 11 in accordance with the plans ana re-
commendations of the Commissioner of works heretofore adop-
ted by the City Council, and for the purpose of completing
the improvements heretofore designed in connection with the
organization of South College Avenue Improvement District
No 11 at as early a date as possible The funds so appro-
priated are to be known and designated on the books of the
City Ckerk an o the C ty Treasurer as "Bpga!S==Vt Parking
and all warrants drawn for the payment
of material or laoor in the construction of said improvements
shall so designate upon the face thereof and in the event
the revenues for the fiscal year ending December 31st , 1920
are insufficient co pay and redeem said warrants, said
warrants shall draw interest at the rate of six per cent
per annum, and be payble out of the revenues ana appropria-
tions for the fiscal year ending December 31st 1921
Section 3 This ordinance is hereby declared
to be an emergency ordinance under and by virtue of the pro-
visions of Section 13 of Article XIX of the City Charter as
being necessary for the preservation and safety of public pro-
perty, and it is necessary for this ordinance to be passed
finally upon the date when it is introduced by reason of the
emergency for the preservation of the puolio health, Peace and
safety and under and in pursuance of the authority contained
in Sections 6 and 7 of Article IV of the City Charter
Introduced read at length and adopted by the
unanimous vote of all the members of the City Council this
1st day of May A D 1920

I, A J ROSENOW, City Clerk of the City of
Fort Collins, do hereby certify and declare that the fore-
going ordinance consisting of three (3) sections was duly
proposed and read at length at a regular meeting of the
City Council held on the let day of May A D 1920, and was
duly adopted and ordered published in the Fort Collins Ex-
press, a daily newspaper and the official newspaper of the
City of Fort Collins, by the unanimous vote of all members
of the Council , as an emergency ordinance, in accordance
with the provisions of Sections 6 and 7 of Article IV of
the City Charter, and thereafter, on towit the 8 day of
May A D 19202 said Ordinance No 16 was duly published
in the Fort Collins Express , a daily newspaper published
in the City of Fort Collins Colorado
