ORDINANCE NO i1916
AN ORDINANCE CREATING AN ELECTRICAL IISPECTION DEPARTIMT FOR
THE GENERAL INSPECTION AND REGULATION OF ELECTRICAL IN-
STALLATIONS AND EQUIPTIENT WITHIN THE CITY OF FORT COLLINS
AND PROVIDING PENALTIES FOR VIOLATION THEREOF
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT COLLINS
Section 1 That there is hereby created and established
a department of city government to be known as the DLPARTEEITT OP
ELECTRICITY said department to be in charge of the Commissioner
of Safety
Section 2 The Commissioner of Safety is hereby authorized
empowered and directed to have general supervision over the
arranging supporting and stringing of all electric light
power telephone signal or otherwise and locating and
general inspection of all poles lines and electrical appliances
so as to prevent fires accidents or injuries to persons or
property further it shall be the duty of the Commissioner of
Safety to cause all such lines and equipment to be maintained
and guarded so as not to endanger life or property and all
such lines and equipment now existing aG well as those
hereafter constructed and installed shall be subject to such
supervision
Section 3 The Commissioner of Safety is hereby authorized
and empowered upon the approval of the Citj Council to appoint
a deputy Electrical Inspector vhose duties shall be as provided
in this ordinance and to receive such compensation as may be
provided by the City Council It shall be the duty of the
Commissioner of Safety or the Deputj Electrical Inspector to

make a thorough inspection of the outside lines of all com-
panies o-vning wires in the city at least once in each year
where such lines are in dangerous condition the Commissioner
of Safety or the deputy inspector shall notify the company or
person owning using or operating them to place them in a
safe and secure condition fortlwith Any company or person
failing or refusing within fort-17--eight (48) hours after such
notice to begin necessary repairs or changes and have the said
work completed within ten (10) days after the receipt of such
notice shall upon conviction be subject to a penalty of
Ten Dollars for each day until the Tires are repaired or changed
as directed by the Commissioner of Safety or his. deputy
Section 4 The Commissioner of Safety shall be deemed
the sole ,judge as to the proper interpretation of the rules
and regulations of this ordinance pertaining to the electrical
inspection and is hereby authorized and empowered to make such
additional rules and regulations as may be deemed necessary
for the proper carrying out of the provisions of this ordinance
Any such additional rules and regulations as shall be made
by him shall be made in writing and duly printed and filed
with the City Clerk of the City of Fort Collins and a copy
thereof shall be duly furnished to all licensed electrical
contractors in the city of Fort Collins and all persons and
corporations desiring the same Provided that said Commissioner
of Safety shall not make any rales or regulations that in any
way modify or change the provisions of this ordinance
Section 5 Every company firm co-partnership crrpora-
tion or individual owning or controlling electrical wires and

apparatus for the transmission of light heat or pourer shall
in time of fire or case of severe storm wherein lives or
property of the citizens of the City of Fort Collins may be
endangered by the operation of such wires and apparatus upon
the request of the Commissioner of Safety Commissioner of
Public Works or the captain of the fire department disconnect;
such wires as are designated by suer officials such company
firm corporation or individual refusing and neglecting to
com-oly with such request shall be subject to a fine of not
less than Fifty Dollars nor mnre than One Hundred Dollars
for each and every hour said request is not complied with
Section 6 It shall be the duty of the Commissioner of
Safety or his deputy to inspect all electrical wiring and
apparatus in the City of Fort Collins when ordered by the
City Council in order to ascertain whether such electrical
wiring or apparatus is in anj respect dangerous to life or
property and if any part of said electrical wiring or appar-
atus shall be found to be in a defective or dangerous condition
the Commissioner of Safety or his deputy shall notify in
writing the owner of such wiring or equipment to rave buch
defects corrected within such time as the Commissioner of Safety
or his deputy may deem necessary If the owner of said defec-
tive wiring or equipment shall refuse br fail to comply with
the requirements of the Commissioner of Safety or his deputy-
and correct all defects as directed within the specified time
it shall be the duty of the Comnissioner of Safety or his deputy
to notify the service company firm or inaividual furnishing
the electric current to such defective wiring or equipment to
cease to supply electric current to the same and upon the
receipt of such notice the service company firm or individual
furnishing electric current to such defective wiring or

equipment shall immediately disconnect the service or feed
wires as directed by the Commissioner of Safety or his
deputy and cease to supply current to tre defective instal-
lation until notified in writing by the Commissioner of Safety
that the defects have been corrected in a satisfactory manner
Section 7 All companies firms corporations or
individuals engaged in the business of installing electrical
wires or appliances inside of or on antr building or ouildings
within the corporate limits of the City of Fort Collins exce»t
central stations power houses substation or car barns for
the purpose of transmitting or utilizing the electrical current
for light heat or power house annunciators burglar alarms
electric bells electric signal systems private telephone
telegraph or messenger call system lighting fixtures or
installing electrical apparatus of any nature kind or
description shall upon form of application to be prescribed
by the Commissioner of Safety apply to the City Council for a
license which application shall be accompanied by a good
and sufficient bond in the sum of One Thousand Dollars con-
ditioned that all electric work installed by said company
firm corporation its emplojes or individual shall be in
accordance with the requirements of this ordinauice and if
such license shall be granted said company firm corporation
or individual shall cause to be paid to the City Clerk the
sum of Twenty-five Dollars in advance as the annual fee for
such license and upon tha presentation of a receipt for said
fee to the Commissioner of Safety or his deputy said license
shall be duly issued to the corporation or person entitled
thereto
Section 8 The following fees shall be charged and col-
lected by the Commissioner of Safety or his deputy for inspection

For roughing in" of concealed wiring or for open wiring
first five outlets or fraction thereof fifty cents (50�) each

For installing conduit first five outlets or fraction
thereof fifty cents (50¢) each additional outlet five cents

switches on concealed or conduit wiring for the first five

For addition to old work for one outlet, twenty-five cents
(25¢) two outlets fifty cents ( 50�) for more than two and
not more than five one dollar (q�l 00) in excess of five
ten cents (10�) for each outlet The term "outlet" in this
ckause is intended to mean either the outlet fixture or both
when installed at the same time and only requires one inspection
If for any reason after a permit has been issued as herein
provided it is necessary to construct additional outlets a
fee of fifty cents ( 50�) shall be charged for the firs' five
additional outlets or fraction thereof and five cents ( 5¢)
for each additional outlet not included In the permit and a
new permit must be taKen out to cover the same
For inspection of apparatus or reinspection made necessary
because of defects in work for which no fee is herein nrescrioed

the insroector shall charge one dollar Uil 00) for the first
hour or part thereof and one dollar (�l 00) for each additional
full hour engaged in making the inspection
When any addition or change is made to work for which a
certificate has been issued and where a permit was not issued
for the addition the original certificate shall he cancelled
and the regular fee charged for reinspection of the original
and additional work, which fee shall be paid to the City Clerk
before a new certificate can be issued for the entire instal-
lation
Section 9 Any person firm or corporation engaged in
the business of electrical construction and the installation
of wiring or apparatus for electric light heat or power in
the City of Fort Collins wY o shall fail to promptly correct
any defect or defects in his or their work after having been
duly notified in writing by the Commissioner of Safety or his
deputy shall not be entitled to receive any further permit
until such defect or defects have been corrected and any
case in which anj person shall continue to or persistently
violate the ordinance of the city in regard to electrical
affairs or the orders of the Commissioner of Safety or his
deputy respecting the same the City Council upon proper
showing to that effect snall revoke such license
Section 10 All companies firms co-partnerships
corporations or individuals licensed to do electric wiring
in or on any building or buildings within the corporate limits
of the City of Fort Collins shall procure a wiring permit
from the Commissioner of Safety or his deputy but in order
to procure such permit shall exhibit to the Commissioner of

Safety or his deputy a receipt showing that tbp fees required
for the issuance of said permit have been duly paid to said
clerk The term "electric wiring" herein used is intended
to mean the installation of electric wires fixtures appliances
or apparatus used or to be used for the purpose of transmitting
regulating controlling or utilizing electric current for light
heat or power No permit shall he issued except to persons
or corporations having a license as provided in this ordinance
and no work shall be done prior to the issuance of the permit
herein provided which said permit shall be duly issued after
payment of the fees upon application duly filed with the Com-
missioner of Safety or his deputy the form of which application
shall be prescribed by the Commissioner of Safety
Section 11 Where from good and sufficient causes properly
presented and shown to the Commissioner of Safety or his deputy
it becomes necessary to have electricity on any installation
before final certificate can be issued the Commissioner of
Safety or his deputy may issue a temporary permit provided
that all parts to which current is applied are in a safe and
satisfactory condition to said Commissioner of Safety or his
deputy, said permits to expire in thirty days If at the end
of thirty days the installation is still incomplete another
permit may be issued for the next thirty days and for each
succeeding thirty days until said work is completed and accepted
Provided such temporary permit shall not cover a total period
of more than ninety days
Section 12 It shall be unlamful for any owners con-
tractors or workmen to in any manner interfere with any electric
wiring in or on any building in any manner whatsoever If in
any case the wiring is in such position as to interfere with
the completion of the building as called for by the pla.nd and

specifications the wiring contractor must be notified to
have it changed No wood or metal work is to be placed
within one inch of any unprotected electrical conductor
On inspecting the electric wiring of any building the Com-
missioner of Safety or his deputy shall leave a written or
printed notice in the form of a tag or label attached to or
near the service cabinet This notice shall clearly state
wl^ether the wiring is approved or is to be kept open for cor-
rection and no workman shall lathe veil or in any manner
conceal any electric wiring until he knors positively that it
has been approved The Commissioner of Safety or his deputy
shall in all cases inspect any electric viring within the
corporate limits of the City of Fort Collins within forty-eight
hours of the receipt of written notice from the electric wiring
contractor that the work is completed holidays and Sundays
not included in this time All steam fitting furnace work
gas fitting and telephone wiring which is to be concealed must
be installed before the electric wiring is completed and no
wiring will be considered as complete until the above work
referred to is in place
Section 13 On the completion of the wor.E covered by
the hermit in accordance with the provisionsof this ordinance
and to the satisfaction of the Commissioner of Safe% or his
deputy said Commissioner of Safety or his deputy shall issue
a certificate which shall certify that the work is in accordance
with the provisions of this ordinance and the rules established
respecting said matters and to the class to which it belongs
Whenever agy permit is issued for an addition to the old work
which does not conform to the requirements of this ordinance
and upon the satisfactory completion of the addition the

additional certificate shall be issued by the Commissioner of
Safety or his deputy which said certificate shall state that
the new work complies with the provisions of the ordinance
but a final certificate cannot be issued owing to its connection
with old work which does not comply with this ordinance
Section 14 No alteration or change shall be made in the
electric wiring of any building nor shall any building be
wired for lights motors or heating devices or any other
electrical apparatus of whatever character, nor shall any
electrical apparatus be installed without first paying to the
City Clerk the fees provided in Section 8 of this ordinance
and thereafter presenting the receipt secured from the City
Clerk to the Commissioner of Safety or his deputy for the
issuance of a permit whereby said alterations or installations
can he installed Mien any alterations or changes are made
in the wiring of any building or any new wires or electric
apparatus are installed it shall be the duty of the company
firm corporation or individual doing or having such work
done to notify in writing the Commissioner of Safety or the:
deputy electrical inspector immediately after the completion
of said work that the worK is ready to inspect On business
blocks hotels apartment houses an inspection will be made
of different sections of the work at the discretion of the
inspection department in order not to delay the other work
in connection with the construction of the building Proper
conveniences such as ladders must be provided the inspector
by the firm corporation or individual desiring inspection
Permits issued under this section shall be upon forms prescribed
by the Commissioner of Safety or the Deputy Electrical Inspector
and all forms required for the purpose of operating the Electrical
Inspection Department shall be prepared and provided by the
Commissioner of Safety or the Deputy Electrical Inspector

Section 15 It shall be unlawful for any electric service
company to make connection to any electrical installation or
supply current to same until the certificate of approval has
been issued by the Commissioner of Safety or his deputy Provided
that if at any time any electrical installation or any portion
of the same is found by the electrical inspector to be in an
unsafe or defective condition the electric service company stall
upon written notice from the Commissioner of Safety or his deputy
disconnect from such installation or portion thereof as directed
by said Commissioner of Safety or his deputy and cease to furnish
electric current to the same until permission for re-connection
in writing is granted by the Commissioner of Safety or his
deputy When the service has been disconnected on any electrical
installation or part of same for any reason whatsoever and
such wiring or apparatus ap»ears to be in a dangerous or defective
condition the service company shall not be required to again
connect or supply current for the same until notified by the
Commissioner of Safety or his deputy that the installation is
in a safe and secure condition \�
Section 16 The electrical contractor applying for a
wiring permit shall be required to furnish such plans and specifi-
cations for proposed work as may be deemed necessary by the
Commissioner of Safety or his deputy before any permit for the
same shall he issued
Section 17 All electric wiring hereafter installed
including additions extensions or changes to existing wiring
used for transmission of current for light heat or power in
or on all buildings located within the fire limits of the City
of Fort Collins shall be installed in approved steel conduits
or metal mouldings All electric services hereafter installed

for brildings located either within or outside the fire limits
and within the corporate limits of the City of Fort Collins
shall be in approved steel conduit equipped at outer end with
an approved service or condulet fitting and run continuously
without outlet or ,unction bog into a service cabinet of
approved steel construction with Underwriters label of
approval attached thereto said cabinet shall be located inside
the walls of building in the nearest accessible places to the
rooxnt where the wires enter building but in no case over fifteen
(15) feet from the point of entrance The cabinets shall be
so arranged that the handle of service sw_tch located therein
shall not be over seven (7) feet above a permanent floor The
cabinet and conduit to be securely bonded and grounded but in
no case shall the conduit system be used to ground secondary
system Conductors for all underground services and all con-
ductors it or beneath basement floors will be considered as
subject to moisture and must be lead-sheathed
Section 18 All meter loops shall be run in steel conduit
and equipped with aronroved outlet boxes or condulet fittings with
covers arranged with separate porcelain bushed holes for each
wire Where service type cabinets are used and meters located
in close p raximity to same meter-loops may be run directly
from cabinet to meter each wire to be run separately through
side of cabinet and protected with approvea porcelain bushings
designed for such purpose
Section 19 For general lighting inside builaings with
concealed conduit or knob and tube work not over eight (8)
light outlets will be permitted on any one circuit and with
exposed conduit or metal moulding cork not over eleven (11)
outlets will be permitted on any one circuit Each and every
lamp socket or receptacle v7111 be assumed as using not less than

a sixty (60) watt lamp and there shall not be over eleven (11)
socYets or receptacles on any one circuit excepting as where
permitted under special rules
Section 20 For all electric mator installations the
capacity of conductors shall not be less and the size of fuses
shall not be greater than provided for in the following tables
Services and mains for alternating current systems feeding a

group of tao or more motors must have a safe carrying capacity,--
Twenty-five per cent in excess of the total normal rating of all
motors attached thereto but in no case less than specified for
the largest motor of the group which said table is as follows
being Rule 18 of Table A Rational Electrical Code

All electric motors shall be installed and maintained in strict
accordance with the tables rules and requirements as provided
in Electfical Bulletin No 2 issued by the Rocky Y ountain Fire
Underwriters under date January 1914 as follows to-tint

Section 211 It shall be unlawful for any company firm
corporation co--partnership or individual to construct use
or permit to be used within the fire limits of the City of
Fort Collins any lines for the transmission of electric current
for light heat or power with a potential in excess of five
thousand (5 000) volts Provided that all such lines now
existing or hereafter erected or placed along any alle„ or
street outside of said fire 1 imi is and within the corporate
limits of the City of Fort Collins with a potential in excess
of five thousand volts shall be placed in approved underground
ducts or upon substantial poles of sufficient height to maintain
such lines at least three (3) feet above all other lower potential
lines and shall be constructed maintained and guarded in
accordance with the rules and requirements adopted by this
ordinance
Section 22 All electrical construction all material
4 is� and all appliances used in connection with electrical work
and the operation and arrangenert of all electrical apparatus
shall be in conformity with the rules and regulations published
in what is known as the "TTational Electrical Code of 1915 "
which said rules and regulations are hereby approved and adopted
as a part of this ordinance
Section 23 The Commissioner of Safety or his deputy
inspector shall have the tight to enter upon any premises at
all reasonable hours for the purpose of inspecting the same
Section 24 This ordinance shell not be construed to
relieve from or lessen the responsibility or liability of any
person owning operating or installing any electrical tires
appliances apparatus construction or equipment from damages
to person or property due to any defect therein nor shall the

City of Fort Collins or any agent thereof be held as assuming
any liability by reason of the inspection authorized herein
or in the certificate of inspection issuea by the Commissioner
of Safety or his deputy
Section 25 Any person or corporation who shall violate
any of the urovisions of this ordinance for which a penalty is
not herein otherwise provided and any occupant or oviner of
premises wYere electric % firing or apparatus is used or to be
used who shall refuse to allow or shall prevent or interfere
with the Commissioner of Safety or his deputy inspector in the
discharge of their duties under this ordinance he or they shall
upon conviction for each offense forfeit and pay a fine of not
less than ten dollars (�10 00)a nor more than one hundred dollars
(9100 00) and each and every day' s continuance of any violation
of the rorovisions of this ordinance shall constitute and be
deemed a separate offense
Section 26 All ordinances or parts of ordinances of
the City of Fort Collins in conflict herewith
are hereby repealed
