BEING AN EMERGENCY ORIMNKNCE
RF'LATINC.. TC THE PRESERVATION AND PROTECTICIT OF
THE PUBLIC HEALTH.
BE IT ORDAINFD BY TFIE CITY COUNCIL OF THE CITY OF FORT CO ITS.
Se^. 1. Syphilis, cnorrhea, and ehancreid are hereby
denim ated as venereal diseases, c2nd are hereby recognized
and declared to be contaicus, communicable, infectious and
dangerous to the public health.
Sec . 2 . The Board of Health of the City of Fort Collins
is hereby empowered and authorized thru its Health Officer
for the purpose of protecting the public health, to quaran-
tine, isolate, and treat until no longer infectious all cases
cf venereal diseases described in Section 1 of this ordinance,
when in the judgment cf the Beard of Health upon the report
of its Health Officer, they are cetermined to be a menace to
the public health of the inhabitants of the City of Fort
Collins .
Sec . 3. All physicians in attendance at any hospital
or institution, or rho are prescribing or attendin_ any priv-
ate patient afflicted :with any of said venereal diseases, or
any physician havin` any kncwle--_e that any person is suffer-
ing from, any of said diseases, shal-.—within forty-eight (48)
hours after obtaining such kncwled_e, make a written report
to the City Board of Health thru its Health Officer, tgiving
the name, a&?rees and occupation of the person.
Sec. 4. All druggists and other persons filling any
prescription or selling any medicine for the relief or cure
of any of said venereal diseases shall keep a record thereof
in a blank book properly prepared for such purposes and shall

within forty-eight (48) hours after filling such prescrip-
tion or selling or dispensing such remedies for such purposes,
report in .,riting the name, addreee Lne, occupation of the
person or persons for whom such prescription is intended or
remedy sold or dispensed to the City Board of Health thru its
Health Officer. No prescription shall be filled or remedy
sold by any physician or other person unless the person apply—
ing therefor shall give the name, address and occupation of
the person for whom such remedy it to be used. And any per-
son applying to any druggist or other person to have any pre-
scription filled or to purchase any remedy for said venereal
diseases or reporting any cases of venereal disease to the
Health Officer, who have falsely reported the name, address
or occupation of the person having, such venereal disease or
the person for whom the prescription or remedy is intended
shall be deemed guilty of having violated this ordinance.
The record provided ty this section to be kept by the drug-
gist as well as the record of the Board of Health and its
Health Officer are hereby declared to be confidential rec-
ords for the information of the Board of Health and its Health
Officer only, and under no circumstances to be for the inspec-
tion of the general public .

Sec . 5. All persons in charge cf any hospitals, sanitari-
ums or other institutions in vihich any person is being treated
for any of said venereal diseases, or is found tc have the
same, shall �:ithin forty-eight (48) hours after such diseases
are discovered report the name, address and occupation of the
person or persons so afflicted to the City Board of Health
thru its Health Officer .

Sec. S. Any person, firm, or corporation violating any
of the provisions of this ordinance shall; upon conviction
be fined in any sum not to exceed Three Hundred ( 300 .00)
Dollars or imprisoned not to exceed Ninety (90) Days.
Sec . 7 In the opinion of the City Council, an emergency
exists, and this ordinance is necessary for the immediate
preservation of the public health, peace and safety, and
this ordinance shall take effect upon its passage and publi-
cation pursuant to the authority contained in Sections 6
and 7 of Article I4 of the City Charter.

vote of all the members of the council this Ath day of

I, A. J. Rosenc,t, City Clerk of the City, of
Fort Collins, do hereby certify and declare that the fore-
going ordinance consisting of seven (7) sections -es duly
proposed and reLd at length at a meeting of the City Council
held on the 3 day of 8 , A. D. 1918 and was duly
adopted and ordered published in The Fort Collins Express,
a daily newspaper, by the unanimous vote of all the members
cf the Counoil as an emergency ordinance in accordance
with the provisions of Sections 6 and 7 of Article IV of
the City Charter; and thereafter and on to-wit, the
day of 6c. A. D. 1918, said Ordinance No . /O
was duly published in The Fort Collins Express, a daily
newspaper published in the City of Fort Collins, Colorado,
