BEING AN EMERGENCY ORDINANCE, CREATING A BOARD OF DIRECTORS
OF THE FORT COLLINS PIONEER MUSEUM AND PRESCRIBING THEIR
POa-VERS AND DUTIES
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT COLLINS
Section 1 The Fort Collins Pioneer Museum, situate
in Lincoln Park, shall be in the immediate charge of a Board of
Directors under the name and style of the "Board of Directors
of the Pioneer Museum", which Board shall consist of five
members to be appointed by the City Council, who shall hold
office for a period of four years, together with the Commissioner
of Public Safety and Health, who shall be an ex-officio member
of said Board The five appointive members of said Board shall
serve without compensation
Section 2 The said Board of Directors immediately
after their appointment shall elect a President, Vice-president
and Secretary from their membership, whose duties shall be such
as may be prescribed by the by-laws, rules and regulations to
be adopted by said Board, which said by-laws, rules and regu-
lations shall not be inconsistent with the Charter and Ordinances
of the City of Fort Collins, or with the laws of the State of
Colorado A copy of said by-laws, rules and regulations and
all amendments thereto shall be filed with the City Clerk
Section 3 The Board of Directors shall recommend
to the City Manager a suitable person to be appointed as
custodian of the Museum and all other employees required by
said Board and the compensation to be paid to said employees
The said Board of Directors, under the necessary supervision
of the City Manager, shall have the immediate supervision, care
and custody of the Museum Building and the personal property

received by said Museum for display therein
Section It shall be the duty of said Board of
Directors annually in the month of October of each year to
prepare and submit to the City Council a budget of the esti-
mated amount required to pay the expenses of managing and operating
said Museum for the next ensuing fiscal year , and all bills in-
curred in the management and operation of said IVluseum shall be
audited and approved by the Board monthly on or before the first
Monday in eachVmonth and filed with the City Clerk for approval
of the City Manager for audit and payment as provided by the City
Charter
Section 5 It shall be the duty of the Board of
Directors to do any and all things usual and necessary and not
in conflict with the Charter and Ordinances of this City or the
laws of the State of Colorado in developing the museum for the
benefit of the inhabitants of the City of Fort Collins
Section 6 The Museum shall be forever free to the
use of the public generally, subject only to such reasonable
rules and regulations as the Board may adopt in order to render
the use of said Museum of the greatest benefit to the greatest
number, said Board of Directors shall have power to exclude any
and all persons from the use and benefit of said Museum who
shall willfully violate the rules thereof. It shall be the
duty of the Board of Directors annually on or before the first
Monday in January of each year to make a report to the City
Council of the condition of the Museum and its operation and
management, which said report shall cover the fiscal year end-
ing December 31st preceding said report, said report shall show
the total amount of money received on account of the Museum
Fund, its sources and disbursements and the amount on hand at

the close of the fiscal year and shall also contain a complete
inventory of the articles of personal property displayed in said
Museum, which inventory shall be segregated so as to show the
articles owned by the Museum and the articles loaned to the
Museum, together with such other statistics, information and
suggestions as the Board may deem of general interest
Section 7 It shall be the duty of the City Council
to pass ordinances imposing suitable penalties for the punish-
ment of persons violating any of the rules and regulations of
the Board of Directors or committing any injury to the real or
personal property in charge of the Board of Directors
Section 8. In the opinion of the City Council an
emergency exists for the preservation of the public health, peace
and safety and this Ordinance shall take effect upon its passage
under and by virtue of the authority contained in Sections 6
and 7 of Article IV of the City Charter.
Introduced, read at length and adopted by the un-
animous vote of all members of the City Council, at a regular
meeting of the City Council, held this 4th day of
December A D 1942

I , MILES F HOUSE, City Clerk of the City of Fort
Collins , do hereby certify and declare that the aforesaid
Ordinance , consisting of eight (8) Sections, was duly proposed
and read at length at a regular meeting of the City Council ,
held on the 4th day of December , A D 1942, and was
duly adopted and ordered published in the Fort Collins Express
Courier, a daily newspaper and official newspaper of the City
of Fort Collins , by the unanimous vote of all members of the
City Council , as an Emergency Ordinance, in accordance with
the provisions of Sections 6 and 7 of Article IV of the City
Charter, and thereafter and on to-wit the 8th day of
December , A D 1942 , said Ordinance No. 7 was
duly published in the Fort Collins Express Courier, a daily
newspaper published in the City of Fort Collins, Colorado.
IN WITNESS WHEREOF, I have hereunto stt my hand and
