Section 1. Since the passaE-e and adoption of the appropriation
ordinance for the fiscal year ending December 31, 1922, an emergency has
arisen whereby it has become necessary to ;•rovide an additional appropriation
for the construction of a settling basin above the filter plant of the
water works system of said city, 'which is an nfcreaen contingency arising
since the passage of said appropriation ordinance, and in the opinion
of the City Council it is absolutely necessary to insure the purity,
safety and protection of the water system of said city to the inhabitants
thereof.
nShction. 2. That there be and her^by is appropriated out of the
water revenues of the City of Fort Collins the sum of Fifteen thousand
two hundred twelve ($15 12.00) Dollars to be asad by the Department of
Public Works for the Ise of constructing a settling basin above the
filter slant of the water works system in accordance with the gap, plans
and specifice.tions heretofore adopted by the City Council for the purpose
of insuring the purity, safety and protection of the water wap,,ly of said
city; and tlu.t the fund so apy�ropriated be and is hereby ]mown and

dre=m for the payment of the material and labor in the construction of
the said improvement shall so agnate upon their face; and in the event
the revenues from the water works system for the fiscal year ending
December 31, 1922 are insufficient to pay and redeam all warrants that
may be d rawn in payment for the construction of sail settling basin,
then any and all warrants that sha11 be drawn in pagnuent for the con.-
straction thereof over and above said revenues shall upon presentation to
the City Treasurer be endorsed "no funds," and draw interest at the rate
of six per cent per annum im tii ,aid and shall be payable out of the
aNYropriation from the wcter revenues for the fiscal year ending
December 31, 1923.
Section 3. This ordinance is hereby dsclared to be an
emergency ordinance under and by virtue of ..provisicre of Section. 13
of Article M1 of the Charter, as being necessary for the preservation
and safety of the public property; and it is f_.rther certified and
declared by the City Council that it is necessary for this ordinance to
be passed finally upon the date when it is introduced, by reason of the
emergency for the preservation of the public health, peace and safety,
end under and in ;oursvance of the authority contained in Sections 6 and
7 of Article IV of the City Charter.
Introduced, read at length and adopted by the unanimous
vote of all the members of the City CouncicilL this 8th�day of J y 22.

was duly proposed and read at length at a meeting of the City Council held on
the 8th day of July, 1922, and was duly adopted and ordered published in The
Fort Collins Courier, a daily newspaper and the official paper of the City
of Fort Collins, by the unanimous vote of all the mbmbers of the Council as an
emergency ordinance, in accordance with the ,-rovisions of Sections 6 and 7
