ORDINANCE NO 7 1949
BEING AN F ERGENCY ORDINANCE, RELATING TO THE SALE OF NEAT
ITEMS WITHIN THE CORPORATE LII-ITS OF THE CITY OF FORT COLLINS,
PROVIDING FOR REGULATIONS COVERING RETAIL MEAT MARKETS, PRO-
VIDING FOR PENALTY FOR VIOLATION HEREOF, AMENDING ORDINANCE
NO 11 , 1917) AND REPEALING ALL ORDINANCES OR PARTS OF ORDI-
NANCES IN CONFLICT HEREWITH
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FORT COLLINS, as follows
SECTION 1 Authorized Sale of Pieat Items No meat items
shall be sold or authorized for sale within the corporate limits
of the City of Fort Collins unless the same shall have had
recognized veterinary inspection prior to and at the time of
slaughter and unless the same bears the stamp of such inspec-
tion The food inspector is authorized and directed herewith
to seize and destroy any meat items in any meat establishment
which do not bear full evidence of proper inspection
SECTION 2 Premises ',Jhere Meat Products are Sold No meat
broducts shall be sold or offered for sale within the corporate
limits of the City of Fort Collins except within premises which
are kept clean and sanitary at all times and which comply with
the following requirements
Item 1 Walls The walls shall be in good repair,
wall paintod with washable paint and clean at all times
Item 2 Floors The floors shall be clean and in good
repair and constructed preferably of concrete or other impervi-
ous material If the floor is of lumber, it shall be covered
at all times with clean sawdust
Item 3 Ceilings The ceilings shall be in good repair,
dust tight and well painted
Item 4 Light There shall be sufficient nabural
and/or artificial light to provide clear vision into all
parts of the building and equipment at all times
Item 5 Toilets Ample toilet facilities with hot
and cold rLnning water, under pressure, and with flush toi-
lets shall be provided Sanitary towels and liquid or pow-
dered soap shall be available in the toilet , which shall not
communicate directly with any room in which food is processed,
stored or handled The toilet shall be ventilated to the
outside, and have good natural and artifiaal light and shall
be kept in clean and sanitary condition at all times
Item 6 Sewage �11 drainage must be into the City
sewage system or into an approved septic tank or cess pool.
Item 7 Water Running hot and cold potable water,
under pressure, shall be provided close to the meat handling
operation The temperature of the hot water shall be at least
1700 F at any time
Item 8 'lashing Facilities A sink or basin of ample
size to contain the largest piece of equipment to be washed
shall be provided close to the meat handling operations It
shall be supplied by pipes and faucets opening into it with hot
and cold water as provided in Item 7 A drain pipe leading
from the sink to a proper sewer or cess pool shall be provided
SECTION 3 Handling and Disposal of Meat Items Each

establishment selling or offering to sell meat items to the
public within the corporate limits of the City of Fort Collins
shall comply with the following requirements in connection
with handling, storage, display and refrigeration of meat
items
Item 1 Refrigeration Walk-in boxes and/or refrig-
erated display cases shall be provided In addition, any meat
items of a perishable nature shall be held in proper refrigera-
tion not above 400 F in any other proper cooler if not held
in walk-in box or display case
Walk-in boxes and display cases shall be main-
tained in a clean and sanitary manner at all times Tempera-
tures in these units shall not exceed 400 F at any time The
refrigerating equipment shall be capable of maintaining a
temperature of 350 F when loaded to capacity
Item 2 Disposal of Meat in Coolers All wholesale
cuts of meat shall be hung from clean rust-free meat hooks
or properly wrapped and placed in trays and at no time shall
wholesale cuts be stored by placing the same on shelves unless
properly wrapped and resting on clean trays
Item 3 Thermometers Each walk-in box or display
case or other container in which refrigeration is maintained
shall be provided whth a standard Fahrenheit thermometer of
good quality Such thermometer shall be kept inside the above
mentioned units at all times and shall be maintained in good work-
ing condition

Item 4 Care of Equipment All equipment used in the
operation of a meat market shall be maintained in a good state
of repair and proper condition as to cleanliness and sanita-
tion Meat blocks shall be scraped frequently Knives ,
cleavers , scales , meat grinders , etc shall be given thorough
cleaning and sanitizing as often as may be necessary to main-
tain satisfactory conditions (at least once a day) Cleaning
shall consist of thorough scruab bang with a recognized
deterg2nt and sanitizing by irimersing in water at 1700 F or
higher for a period of two minutes , or subjecting the equip-
ment to the action of a recognized sanitizing agent such as
chlorine or quaternary ammonia
Item 5 Display of Meat Items Meat items shall not
be displayed in the open in any establishment at any time
Display shall be accomplished through the use of refrigerated
display cases or other refrigerated units
SECTION 4 Personnel, Cleanliness All persons coming
into contact with meat items being offered to the public for
sale shall wear clean outer garments and shall keep their hands
clean at all times when thus engaged
SECTION 5 Procedure When Infection Suspected When
suspicion arises as to the possibility of transmission of
infection from any person concerned with the handling of meat
items , the food inspector is authorized to require any or all
of the following items (1) An immediate exclusion of that
person from meat handling, (2 ) The immediate exclusion of meat
items concerned from distribution and use, and (3 ) Adequate

medical and bacteriological examination of the person, of
his associates and of his and their body discharges
SECTION 6 Enforcement This Ordinance shall be en-
forced by the food inspector who shall make regular report
of his actions to the City Council
SECTION 7 Penalty Any person, firm or corporation
who shall sell or offer to sell meat items within the cor-
porate limits of the City of Fort Collins in violation of
the terms of this ordinance shall upon conviction be fined
not more than $300 00 Each and every violation of the pro-
visions of this ordinance shall constitute a separate offense
SECTION 8 Amendment and Repeal Ordinance No 11 of
the Series of 1917 is hereby amended as in this ordinance
provided and all other ordinances and parts- of ordinances
in conflict with this ordinance are hereby repealed
SECTION 9 Date of Effect In the opinion of the City
Council an emergency exists , and this ordinance shall take
effect upon its passage under and by virtue of the authority
contained in Sections 6 and 7 of Article IV of the City Charter
Introduced, read at length and adopted by the
unanimous vote of all members of the City Council at a regular
meeting of the City Council held this 18th day of August , A D
1949

Collins , do hereby certify and declare that the aforesaid
Ordinance , consisting of nine Sections , was duly proposed
and read at length at a regular meeting of the City Council
held on the 18th day of August , I D 1949 , and was duly
adopted and ordered published in the Fort Collins Coloradoan,
a daily newspaper and official newspaper of the City of Fort
Collins , by the unanimous vote of all members of the City
Council, as an Emergency Ordinance , in accordance with the
provisions of Sections 6 and 7 of Article IV of the City
Charter, and thereafter and on, to-wit the 23rd day of

August , A D 1949, said Ordinance No 7 was duly published
in the Fort Collins Coloradoan, a daily newspaper published
in the City of Fort Collins , Colorado
