STREETS OF THE, CITY OF FORT COLLINS, CQIM;ADO, APPTING
BY REFERENCE "THE MOM TRAFFIC ORDINANCE FOR COLORADO
MUNICUALITM"-AS A$M= 9ARM AND REPEALING ORDINANCE
NO 17, 19360 AND ALL OTHER ORDINANCES AND SECTION$ OF
ORDINANCES IN CONFLICT THEREWITE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT COLLINS, COLORADOs
Section 1 A. Pursuant to the authority conferred by the November 4,
1952 amendment of Section seven (7) of Article four (IT) of the Charter of
the City of Fort Collins, Colorado, and by Section 2, Chapter 242, Colorado Session
Laws of 1949, there is hereby adopted as the traffic ordinance for the City of Fort
Collins, Colorado, "The Model Traffic Ordinance for Colorado Municipalities", with
the exception of the following sections of said Model Ordinance, which are not so
adopted and which are expressly deleted, namely Section 98 through Section 103
inclusive, Section 1052 Section 214s and Section 217
Section 2 Ae "The Model Traffic Ordinance for Colorado Municipalities"
is published by the Colorado Highway Safety Council, State Capitol Building,
Denver, Colorado, for the purpose of providing uniform traffic laws for municipalities
throughout the State of Colorado The model ordinance includes comprehensive
provisions covering
Ae Rules of the Road, including rules for drivers, pedestrians, and
operators of bicycles, and B. Enforcement and Violations, including the policing
of accidents and other violations, the establishment of a traffic violations
bureau, and traffic administration It was published in March, 1952.
Section 3 A. At least three certified copies of the model ordinance
are on file at the office of the City Clerk and may be inspected during regular
business hours In addition, copies are available for distribution and sale
to the public at a price not to exceed 500 a copy.
S, w 4 A. The following sections and schedules of "The Model Traffic Ordinance
for Colorado Municipalities" are hereby amended to read as follows
"Section 1 - Vehicles approaching or entering intersections. - (a) At
street intersections the driver of the vehicle on the left shall yield the right of
way to the vehicle on the right
(b) The foregoing rules are modified at through streets and highways and
as otherwise hereinafter stated in this article "
"Section 10. - Local speed laws applicable* No vehicle shall be driven
at a greater rate of speed upon the streets within the corporate limits of the City
than 25 miles per hour within the district designated 'Business District" of said
City and 30 miles per hour upon all streets within the District designated
"Residence District", provideds however, that no vehicle shall be driven at a
greater rate of speed in azW of the public parks or in Grandview Cemetery than 15
miles per hour, and provided farther., that no vehicle shall be driven at a greater
rate of speed in any alley in the City than 12 miles per hour, and provided further,
that no vehicle shall be driven at a greater rate of speed than 20 miles per hour
when passing school buildings or schoolagrounds during school recess or when children
are going to or leaving school during opening and closing hours nor shall the driver
of any vehicle overtake and pass ambther vehicle in motion at such time, and provided
furthers that no person shall drive a vehicle upon a street or alley at a speed
greater than is reasonable and prudent under the conditions then existing, and
provided further, that no person shall operate or drive a gasoline or oil transport
truck of over 1500 gallon capacity on the streets of the City at a greater rate of
speed than 20 miles per hour "
"Section 18 - Limitations on U-tu®ms. No driver of any vehicle shall
turn such vehicle so as to proceed in the opposite direction upon any street in a
business district, at which "No U Turn" signs have been erected by resolution adopted
by the City Council of the City of Fort Collins, and shall not make said U..turn upon any
other street except at an intersections and then only from therrright4mnd side of the
street when such movement can be made in safety and without interfering with other traffic
No vehicle shall make said U-turn upon College Avenue from said College Avenue inter-
section with LaPorte Avenue south to its intersection with Laurel Street."

"Section 29, - One- Tay streets, Alleys and Rotary Traffic Islands -
(a) Upon a street or alley designated and signposted for one-way traffic a
vehicle shall be driven only in the direction designated
(b) A vehicle passing around a rotary traffic island shall be driven
only to the right of such island except that at the intersections of College
Avenue and Mountain Avenue, College Avenue and Oak Street, College Avenue and
Laurel Street, and College Avenue and Laporte Avenue, the drivers of all vehicles
turning to the left shall keep to the left of such island,"
"Section 33. - Standing or parking close to curb and Center Parking -
(a) Except where angle parking, center parking or parking on one-way streets is
permitted by this ordinance, every vehicle stopped or parked on a street where there
is an adjacent curb shall be so stopped or parked with the right hand wheels of such
vehicle parallel with and within twelve (12) inches of the right-hand curb
(b) Vehicles may be parked in the center of the 100 and 200 blocks
of South College Avenue, 100 block on North College Avenue, 100 and 200 blocks
on West Mountain Avenue, and from the east side of Linden Street to Peterson
Street on East Mountain Avenue at an angle of 45 degrees within the lanes marked
therefore, and vehicles may be parked parallel within the center of the 200 block
on North College Avenue within the lanes marked therefor. Vehicles parking in
the center of said streets shall not back into said parking area and vehicles
parked in the center of said streets shall not back out in departing from said
center parking and shall move in a forward direction and shall yield the right
of way to all vehicles approaching from the right. Vehicles parking in the
above designated blocks on College Avenue shall enter said parking area in a
westerly direction and vehicles parking in the above designated blocks on Mountain
Avenue shall enter said parking area in a northerly directiono"

"Section 37e - Stopping, standing, or parkin prohibited in specified
1p� acese (a) No l person shall stop, stands or park a vehicles except when necessary
to avoid conflict with other traffic or in compliance with the directions of a
police officer or traffic-control device, in any of the following places:
1 On a sidewalk,
2 In front of a public or private driveway,
3 Within an intersection,
fie Within 5 feet of fire hydrant,
5, On a crosswalk;
6e Within 20 feet of a crosswalk at an intersection,
7e Within 30 feet of any flashing beacon, stop sign, or traffic-control
signal located at the side of a roadway,
8 Between a safety zone and the adjacent curb or within 30 feet of points
on the curb immediately opposite the ends of a safety zone, unless the traffic
engineer indicates a different length by signs or markings,
9 Within 50 feet of the nearest rail of a railroad,
10 Within 20 feet of the driveway entrance to any fire station and on the side
of a roadway opposite the entrance to any fire station, within 75 feet of said
entrance when properly signposted,
U. Alongside or opposite ar3y street or highway excavation or obstruction when
such stopping, standing, or parking would obstruct traffic,
12 On the roadway side of any vehicle stopped, or parked at the edge or
curb of a street;
13 Upon any bridge or other elevated structure upon a street or within a
street tunnel,
14 At any place where official signs prohibit stopping,
(b) No person shall move a vehicle not owned by or in charge of such
person, into any such prohibited area or away from a curb such distance as is
unlawful "

(c) No truck and no car with trailer attached thereto shall be parked in
the center of the street or against the curb in the 100 block on East and West
Mountain Avenue and the 100 blocks on North and South College avenue, and no truck
having a load capacity of three (3)�k tonw or more and no truck or car with a trailer
or semi-trailer thereto attached, -shall be permitted to park in any Pbace where
angle parking or center parking are allowed, excepting in the--center of the 200
block on North College Avenue "
"Section 43 - Parking for certain purposes prohibitede - (a) No person
shall park a vehicle upon any street for the principal purpose of
(1) Displaying such vehicle for sale
(2) Washing, greasing, or repairing such vehicle, except repairs necessitated
by an emergency
(3) Displaying advertising
(4) Selling merchandise from such vehicle except in a duly established market
place, or when so authorized or licensed under the ordinances of this municipality
(5) Storage, or as junkage or dead storage for more than 72 hours
(6) accupanpy thereof, or parked upon any lot or premise within the city
limits for the purpose of occupancy thereof, unless the same shall meet with all
sam tary and building code requirements regulating the construction and occupancy
of habitable buildings "
"Section 79 - Restrictions on farm tractors, trailerg, trucks and commercial
vehicles upon use of streets. - (a) When signs are erected giving notice thereof,
no person shall operate or stop, stand, or park any farm tractor, trailer, semi-
trailer, truck or commercial vehicle with a gross weight or size in excess of the
amounts specified in Schedule VIII at any time upon any of the streets or parts of
streets designated by the traffic engineer as stated in said Schedule V= attached
to and made a part of this ordinance
(b) All persons and corporations are hereby prohibited from transporting beet
pulp over, across or upon any paved or oiled street within the city, or allowing any
beet wagon or truck to stand upon said paved or oiled street containing beet pulp "

"Section 185 - Obedience to official traffic-control devices, - (a) No
driver of a vehicle shall disobey the instructions of arq traffic-control device placed
in accordance with the provisions of the ordinances of this municipality., unless at
the time otherwise directed by a police office subject to the exceptions granted
the driver of an authorized emergency vehicle in this ordinance
(b) The drivers of all vehicles when travelling along any street adjacent
to which is located a school building used for school purposess except police or
fire department vehicles while being operated in an emergency in the pefformance of
public duty, shall at all times have such vehicle under control so as not to endanger
pedestrians travelling through or across said streets in the vicinity of such school
and upon signal of any person authorized by the Commissioner of Safety or by the
Chief of Polices shall come to a complete stop and when continuing shall do so with
due regard to the safety of all pedestrians upon said street or portion thereof*
The signal to stop may be given either by a person holding a stop signal or having
his arms extendeds or by the placing of a traffic stop sign or signal in said street
or immediately adjacent thereto e
*Section 211* - Application of ordinance* - (a) This ordinance applies to
every streets alleys sidewalks driveways park areas and every other way., either within
or outside the corporate limits of this municipality, the use of which the municipality
has jurisdiction and authority to regulate
(b) A violation of any State Law covering the operation of motor vehicles
of the State of Colorado, not specifically covered by an ordinance or resolution of
the City of Fort Collins, shall be deemed a violation of this ordinance and the
offender thereof may be complained against in Municipal Court, by designating this
Section of the ordinance and the particular Law violated "

Section 2 Decrease of Statespeed limits at certain intersections - None

Section 1 One-way streets and alleys* In accordance with Section 29
and when properly signposteds traffic shall move only in the direction indicated
upon the following streets or alleys:

Section 2. The Traffic Engineer shall designate streets and alleys
on which vehicles or combination of vehicles exceeding the sizes and weights
listed in Section 1, may be moved or operated in cases of emergency In the
event of an emergency, application must first be made to and authorisation
obtained from the Traffic Engineer before such vehicles or bombination of
vehicles may be moved on said designated streets and alleys,
Section 3 Any person or persons, association, partnership or
corporation who shall violate any provision of this ordinance, shall be guilty of a
violation of this ordinance and upon conviction thereof, shall be punished by
a fine of not to exceed One Hundred ($100.00) Dollars and shall pay all damages
caused the City of Fort Collins by the operation of vehicles in violation of
this ordinance
Section 4 - Operation of farm tractors, trailers, semitrailers, and
trucks and commercial vehicles prohibited on certain streets at specified times -
In accordance with section 183 and when signs are erected giving notice thereof,
no person shall operate, or stop, stand or park farm tractors, trailers, semi-
trailers, or trucks or other commercial vehicles at the specified times upon arq
of the streets described as follows

Section 6 A. The following sections of "The Model Traffic Ordinance
for Colorado Municipalities" contain penalty clauses Which are herewith set forth
in full as amended by the adopting ordinance*
"Section 2.16 (b) (Driving under the influence of liquor or drugs).
Every person who is found guilty of a violation of this section shall
be punished by imprisonment for not more than ninety (90) days or by fine of
not more than Three Hundred Dollars ($300 00), and if in the opinion of the
Police Magistrate he deems it advisable, the right to drive a vehicle upon the
streets of the City of Fort Coll-ins may be revoked for a period not to exceed
six (6) months "
"Section 117 (b) (Reckless driving)*
Ebert' person found guilty of reckless driving shall be punished by
imprisonment for period of not more than ninety (90) days, or by fine of not more
than Three Hundred Dollars ($300 00). and if in the opinion of the Police
Magistrate he deems it advisable, the right to drive a vehicle upon the streets
of the City of Fort Collins may be revoked for a period not to exceed six (6) months*"
"Section 118 (b)* (Careless driving)*
Every person found guilty of careless driving shall be punished by a
fine of not more than Three Hundred Dollars ($300*00) or by imprisonment for a
period of not more than ninety (90) days, and if in the opinion of the Police
Magistrate he deems it advisable, the right to drive a vehicle upon the streets
of the City of Fort Collins may be revoked for a period not to exceed six (6) months*"
"Section 3.19 (b)o (Accidents involving death or personal injuries or damage
to vehicles)
Any person failing to stop or comply with said requirements under such
circumstances shall be guilty of violations of this ordinance and shall upon
being found guilty be punished by imprisonment for not more than ninety (90) days
or a fine of not more than Three Hundred Dollars ($300.00) and if in the opinion
of the Police Magistrate he deems it advisable, the right to drive a vehicle upon
the streets of the City of Fort Collins may be revoked for a period not to exceed
six (6) months "

"Section 135 (Penalties),
Unless another penalty is expressly provided herein, every person
found guilty of a violation of any provision of this ordinance may be punished
by a .fine of not more than Three Hundred Dollars ($300 00) or by imprisonment
for not more than ninety (90) days, and if in the opinion of the Police Magistrate
he deems it advisable, the right to drive a vehicle upon the streets of the City
of Fort Collins may be revoked for a period not to exceed six (6) months."
Section 7 A. Ordinance No. 17, 1936, and all other former traffic
ordinances of this municipality are hereby repealed, and all ordinances or parts
of ordinances in conflict with or inconsistent with this ordinance are hereby
repealed, except that this repeal shall not affect or prevent the prosecution or
punishment of any person for any act done or committed in violation of any ordinance
hereby repealed prior to the taking effect of this ordinance
Section 8 A. In the opinion of the City Council an emergency exists
for the preservation of the public health, peace and safety, and this ordinance
shall take effect upon its passage, under and by virtue of the authority contained
in Section 6 and 7 of Article IV of the City Charter.
