WHEREAS, at the regular municipal election held in and for the City
of Fort Collins, Colorado, on the 6th day of ,'April 1954, there was submitted
to the vote of the qualified electors of the City of Fort Collins the
question of calling a charter convention for the City of Fort Collins and a
majority of those voting thereon carried the question and voted in favor of
hold_ng such charter convention
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FORT COLLINS
Section 1 That a special election of the qualified electors of the
City of Fort Collins be and the same is hereby called to be conducted as
provided for by law for the purpose of electing twenty-one taxpaying electors
who shall have been qualified electors within the City of Fort Collins,
Colorado, for at least five years prior to the time fixed herein for said
election to constitute such charter convention Said twenty-one members and
delegates shall be elected at large
Section 2 That said special election of members and delegates of
the charter convention shall be held on Tuesday, the 22hd day of June, A D
1954
Section 3 That the said charter convention shall be convened and
held at the Library room in the Lincoln Junior High School Building in the
City of Fort Collins, Colorado, at 10 otclock A M on the first Tuesday
after the issuance of certificates of election of the members by the City
Clerk of the City of Fort Collins, and the members shall at once there organize
and proceed as such charter convention with all diligence to frame a new

Charter for the City of Fort Collins, and the members of said convention shall
complete their deliberations within 60 days after their election
Section 4 That the time when the vote shall be taken on the proposed
new Charter for the approval or rejection thereof by the qualified electors of
the City of Fort Collins is hereby fixed as the Tuesday next following the
30th days after its delivery to the City Clerk of the City of Fort Collins,
Colorado
Section 5 Nominations for members of the charter convention shall be
made substantially as provided for nomination of officers as provided for in
Article XIV of the Charter of the City of Fort Collins, provided however, that
the petition for the nomination of such members may contain one or more nominees
not exceeding the number of twenty-one individuals, and no elector shall join
in petitions for the nomination of more than twenty-one qualified electors as
members of said charter convention, and the elections herein provided for shall
be governed as other municipal elections are governed by the City of Fort
Collins, Colorado, except as otherwise provided by the constitution of the State
of Colorado or by this ordinance
Section 6 There is hereby appropriated out of the general fund of
the City of Fort Collins, Colorado, the sum of $1,000 00 into a special fund
to be known as Charter Convention Fund to pay the expenses of the charter
convention to be paid out on the order of the President and Secretary of said
convention as is provided by Article XX of the Constitution of the State of
Colorado, such expenses to include all clerical help, personnel, supplies,
printing and all other expenses usually attendant holding of such convention
Section 7 The City Clerk and other officials and officers of the
City of Fort Collins are hereby authorized and directed to make such book and
other record entries and to do such other things as may be necessary to
effectuate the above mentioned appropriation

Section 8 In the opinion of the City Council an emergency exists
for the preservation of the public health, peace and safety, and this
ordinance shall take effect upon its passage and publication under and by
virtue of the authority contained in Sections 6 and 7 of Article IV of the
City Charter
Introduced, read at length and adopted by the unanimous vote of all
members of the City Council at a regular meeting held this 23rd day of April,

I, MILES F HOUSE, City Clerk of the City of Fort Collins, do
hereby certify and declare that the foregoing Ordinance, consisting of
eight sections, was duly proposed and read at length at a regular meeting
of the City Council, held on the 23rd day of April, A D 1954, and was
duly adopted and ordered published in the Fort Collins Coloradoan, a daily
newspaper and the official newspaper of the City of Fort Collins, by the
unanimous vote of all members of the City Council as an emergency ordinance,
in accordance with the provisions of Sections 6 and 7 of Article IV of the
City Charter, and thereafter and on, to-wit the 27th day of April ,
A D 1954, said Ordinance No 9 was duly published in the Fort Collins
Coloradoan, a daily newspaper published in the City of Fort Collins, Colorado
IN WITNESS WHEREOF, I have hereunto set my hand and affixed the
