BEING AN EMERGENCY ORDINANCE CALLING AND PROVIDING FOR A SPECIAL ELECTION TO
BE HELD IN THE CITY OF FORT COLLINS, COLORADO, ON TUESDAY, THE 5th DAY OF
OCTOBER, A D 1954, AND FOR TEE SUBMISSION TO A VOTE OF THE QUALIFIED ELECTORS
THE QUESTION OF ADOPTING THE PROPOSED CHARTER SUBMITTED BY THE CHARTFR CON—
VENTION, AND AN INITIATED ORDINANCE PERTAINING TO THE ADDITION OF FDUO&NE
00MPOUNDS TO THE WATER SUPPLY, AND FOR THE SUBMISSION TO A VOTE OF THE
QUALIFIED TAXPAYING ELECTORS THE QUESTION OF AUTHORIZING THE ISSUANCE OF
BONDS OF SAID CITY IN THE PRINCIPAL AMOUNT OF $509000 009 AND PROVIDING FOR
THE FORM OF SUBMISSION OF THE SAME.
WHEREAS, under the provisions of Ordinance No 9, 19549 the Charter
Convention has submitted a proposed new Charter for the approval or rejection
thereof by the qualified electors of the City of Fort Collins, and
WHEREAS, the question of the adoption of such proposed Charter must
be submitted by the City Council to a vote of the qualified electors at a
special election therefor, and
WHEREAS, the City Council of the City of Fort Collins deems it
advisable to submit to a vote of the qualified electors at such special
election an initiated ordinance pertaining to the addition of fluorine com-
pounds to the water supply, and
WHEREAS, the City Council of the City of Fort Collins further deems
it advisable to submit to a vote of the qualified taxpaying electors at such
special election the question of authorizing the issuance of airport bonds of
said City in the princiTal amount of $50,000 00,
THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
COLLINS
Section 1 That the date for a special election providing for the
submission to a vote of the qualified electors the proposed Charter submitted
by the Charter Convention of the City of Fort Collins under the provisions
of Section 4 of Ordinance No 9, 1954, is hereby vacated
Section 2 That a special election be and the same is hereby called
as provided by law to be held in the several precincts of the City of Fort
Collins, Colorado, on Tuesday, the 5th day of October, A. D. 1954, at which
election there shall be submitted to the qualified electors the proposed
Charter submitted by the Charter Convention of the City of Fort Collins, and
an initiated ordinance pertaining to the addition of Fluorine compounds to the
water supply of the City of Fort Collins, and at which election there shall
further be submitteCto the qualified taxpaying electors the question of
authorizing the issuance of airport bonds of said City in the principal amount
of $50,000.00, all of which is under and pursuant to Sections 4. 5 and 6 of
Article XX of the Constitution of the State of Colorado.
Section 3 _ The said election shall be held at the following places
in said precincts in the City of Fort Collins, Colorado, to-wit
Precinct A-1 - City Hall
Precinct B-1 - Rees and Schwitters
Precinct B-2 - Laporte Avenue School
Precinct B-3 - Community^House_at City Park
Precinct C-1 - Court House
Precinct C-2 - Lincoln Junior High School
Precinct C-3 - Presbyterian Church
Precinct C-4 - Washington School
Precinct C-5 - A. H. Dunn School
Precinct D-1 - Remington School
Precinct f)-2 - Bethlehem Lutheran Church
Precinct D-3 � Laurel School
Precinct E-1 - State Armory
Precinct E-2 - Dame R. Harris School
Section 4 The polls shall be opened at the hour of 7 00 otelook A. M.

and shall remain open continuously until and be closed at 7 00 otclock P. M. of
said day
Section 5 The said election shall be held and conducted as nearly as
may be in the manner prescribed by law in the case of elections for municipal
officers. Each elector offering to vote in the said election must be a qualified
elector and must be registered under the provisions of the Colorado Session Laws

Section 6 -The City Clerk of the City of Fort Collins is hereby
constituted supply clerk-for said special election, and he is hereby authorized
and empowered to purchase and furnish stationery, ballots, ballot boxes, poll
books and all other supplies necessary for said special election.
Section 7 Upon the passage and adoption of this Ordinance the City
Clerk shall publish notice and call said special election as herein authorized
in accordance with Section 5 of Article XX of the Constitution of the State of
Colorado.
Section 8 The initiated Ordinance and the question of adoption of the
proposed City Charter submitted hereby to the qualified electors by the City
Council for an^election shall be placed upon the same ballot, the ballots for
which shall be uniform in size and color, and shall contain printed thereon in
legible type the initiated ordinance and the question of the adoption of the
proposed City Charter, Which ballots shall be arranged substantially as follows

INSTRUCTIONS TO VOTERS
Voters desiring to vote for the initiated ordinance or proposed City
Charter shall mark a cross X in ink in the blank space to the right and opposite
the word "Yes", voters desiring to vote against the initiated ordinance or
proposed ¢ity Charter shall mark a cross X in the blank space to the right and
opposite the word "No". If you wrongly mark, tear or deface this ballot, return
it to the^Judges of Election and obtain another.

BEING AN INITIATED ORDINANCE RELATING TO
THE ADDITION OF FLUORINE COMPOUNDS TO THE
WATER SUPPLY OF THE CITY OF FORT COLLINS
FOR THE PURPOSE OF AEDUCING DENTAL CARIES,
PROVIDING FOR FUNDS THERETO AM REPEALING
ALL ORDINANCES OR PARTS OF ORDINANCES IN
CONFLICT HEREWITH.

Section 1 Definitions. The following definitions shall

apply in the interpretation and enforcement of this Ordinance.

Water Supply. Water supply is hereby defined
as all potable water used for domestic purposes supplied by the
legally constituted water authority for the City of Fort Collins.
Fluorine Compounds. Fluorine compounds shall
be defined as any fluorine containing compound which will release
the fluoride ion in sufficient concentration to meet prescribed
standards.
Section 2 Parpose. It is the consensus of scientific
dental and medical opinion and every major national health organi-
sation, that the presence of fluoride in the drinking water is a
deterrent to tooth decay and that fluoride can be introduced to the
same end into water as furnished to the users.
Section 3 Enactment Clause. The Manager of Utilities of
the City-of Fort Collins is hereby authorized and directed to
provide the means-and to proceed with the introduction of
approximately one and not more than one and one-half parts of
fluoride to every million parts of water being distributed in the
water system of the City of Fort Collins.
Section b Records. The Manager of Utilities shall keep
or cause to be kept an accurate record of the amount of fluorine..
bearing chemical applied, the quantities of water treated and
cause such analytical tests to be made for fluorides (in terms
of the element F) in the untreated and treated water as he shall
be directed to do by the City Council

Section 5 The City Health Officer. The City Health
Officer is hereby directed to make periodic reports to the City
Council on the fluoridation of the water supply and to seek the
cooperation of dducational and scientific institutions to conduct
surveys and research as to the beneficial effect of the program
and project on the citizens of this community.
Section 6 Liability. The City of Fort Collins by
herein authorizing fluoridation, however, expressly declares that
it in no way assumes any liability for, or on account of, any damage
or injury incurred by any user of waters so treated
Section 7 Amendment and Rtepeal All ordinances and
parts of ordinances in conflict with this Ordinance are hereby
repealed.
Section 8 Should any section, paragraph, sentence, clause
or phrase of this Ordi-lance be declared unconstitutional or invalid
for any reason, the remainder of said Ordinance shall not be affected
thereby

of authorizing such issuance of airport bonds and shall be in substantially

Shall the City Council of the City of Fort Collins, Colorado
contract an indebtedness on behalf of the City and upon the
credit thereof by issuing the negotiable coupon bonds of the
City in the aggregate amount of $50,000 00 for the purpose
of acquiring and improving an airport site for the City of
Fort Collins such bonds to bear interest at a rate not ex-
ceeding 3 percent per annum, payable semi—annually, to
mature serially within 10 years from their date?

INSTRUCTION TO VOTERS The voter shall prepare his ballot,
indicating his approval or disapproval of the foregoing question by placing
a cross W opposite the group of words above which expresses his choice
on said question, and shall then deposit his ballot in the ballot box
provided for such purpose.
Section 10 The City Clerk shall make publication and give such
notice and do all acts and things in such manner Pnd form and at such times
are prescribed by the applicable provisions of the constitution and laws
of the State of Colorado, and by the Charter of the City of Fort Collins
The ballots cast at said election shall be canvassed and the results
ascertained, determined and certified in accordance with the requirements
of the applicable provisions of the constitution and laws of the State of
Colorado. and the Charter of the City of Fort Collins
Section 11. In the opinion of the City Council an emergency exists
for the preservation of the public health, peace and safety and this Ordinance
shall take effect upon its passage and publication under and by virtue of the
authority contained in Sections 6 and 7 of Article IV of the City Charter.
Introduced, read at length and adopted by the unanimous vote of all
the members of the City Council at an adjourned meeting thereof held this 28th
day of August, A. D. 7954.

I, MILES F. HOUSE, City Clerk of the City of Fort Collins, do
hereby certify and declare that the aforesaid Ordinance, consisting of
eleven sections, was duly proposed and read at length at an adjourned
meeting of the City Council, held on the 28th day of August, A. D. 1954,
and was duly adopted and ordered published in the Fort Collins Coloradoan,
a daily newspaper and official newspaper of the City of Fort Collins, by the
unanimous vote of all members of the City Council, as an Emergency Ordinance,
in accordance with the provisions of Section 6 and 7 of Article IV of the
City Charter, and thereafter and on, to..wit the 31st day of August
A. D. 1954, said Ordinance No. ?_1 was duly published in the Fort Collins
Coloradoan, a daily newspaper published in the City of Fort Collins, Colorado.
IN WITNESS WHEREOF, I have hereunto set my hand and affixed the
